Economists: Government Has No Prioritity

The local economy has suffered a major blow because of the ban on capital investments. According to a GAP Institute report, the Government of Kosovo reportedly plays poorly on the realisation of capital investments. And in this regard, Kosovo Business Alliance Chairman Agim Sahin and former Finance Minister Haki [...] has spoken.
And in this regard, Kosovo Business Alliance Chairman Agim Sahin and former Finance Minister Haki Shatri has spoken.
Shatri and Sahin say the Kosovo government has no priority for economic development.
Former Finance Minister Haki Shatri says Kurti Government has not shown commitment to overcoming the economic crisis. According to him, the government is not respecting the Law on Budget, as it says investments have fallen far.
This Government, in terms of economic development, has shown no commitment and has taken no action to overcome this and stimulate economic development. On the other hand, he has taken some action from the vehicles he has taken from citizens, turning them into aid forms, and in this form they feel that he has been washed clean to citizens. They are the means of citizens who have been taken into the form of TVS and various taxes”, Shatri said, while saying the executive has put economic development behind them, working on other areas.
The budget law is not being respected by the Government. You approve, propose, and prepare it, and you don't do it yourself. To be more concrete and to show why I am concerned with the actions of this government that have put economic development behind me. For the economic sphere in 2020, 20 percent of the budget has been spent in all areas - the means that have gone into economic development. Immediately in 2021 this amount has dropped to 15 percent and has continued in 2022 to 15 percent. So all the other spheres have been supported and economic development has been put aside”, Shatri said away.
Critically lowering capital investments also includes the head of the Kosovo Business Alliance, Agim Sahini.
He for Online Economics, says keeping these means dedicated to capital investments undermines economic development.
Capital investments, Sahin connects them to the economic situation, as he says the companies would perform better with it.
The remains of untapped money reserves, which are about 760m euros, show that capital investments are stuck and that's extremely harmful to economic development, because when there is no capital investments, the economic downturn comes and we're connected, from 2021 to 2022, where we have a drastic decline from 10. 7 percent in 3, lacking capital investments and lack of foreign investments. Because the growth that has occurred is dedicated to consumption and exports. If we had more investments, the economic situation of citizens and businesses would probably be much better”.
And as a result of the non-inflow of over 700m euros, Sahin says Kosovo has lost about 1 billion euros.
It's stopping investment, and on the other hand it's growing money and a money that remains untapped, it's harmful and always brings the state danger. Starting with a fact that we lost 118 million euros in the Pension Trust last year, in the absence of the Board, we also have the World Bank today without governor to make quick decisions there. The tools Kosovo budget has, it needs to get into operation as soon as possible, because with the entry of these tools into operation, Kosovo could, out of 700m euros, Kosovo could benefit 1 billion in circulation. About a thousand companies could take public work, which has stopped all works on national streets”, Sahin says.
