On April 2nd in Brussels, in addition to the issue of the found, according to dialogue process observers, it will be defined whether the Association of Serb-run municipalities will have executive, or more advanced competencies. Meanwhile, the deputy of the largest opposition party, declares that with Kurti Government's approach to dialogue, Kosovo has only one way of implementing the agreement, while Serbia has gained the role to insist more on its demands.
The dilemma, which is protested and discussed for more than a decade according to those who pass the dialogue, is expected to end on May 2nd.
The upcoming meeting in Brussels, according to analyst Visar Xani, will clarify whether the association will have executive competencies or more advanced competencies.
Even the Government of Kosovo does not have much information on what the draft will be on the table and it is very important to see how that draft is built, what support it has, whether it has international support or only is designed in a way that can challenge the parties”, has said about RTV Dukagjin Visar Xani, the expert in the dialogue process.
Aside from association for the challenge parties has been named another topic, which rather serves the free circulation of citizens, the idea promoted for years by the mediators of dialogue.
The opening of the main bridge over the Iber River, the decision made by the northern Mitrovica assembly.
Even though this decision is in service freedom of movement according to Xani, there appears to be no access to the mediators to be the subject in Brussels. This decision has also been strongly condemned by Serbia, the state which, according to Xani, has publicly violated the Ohrid Agreement.
“Even though the Serbian side will try to hide behind certain actions but must clearly show, both facilitators and guarantors of the agreements, that the parties should not deviate from their pledges. Otherwise, if we have deviations of these pledges and non-fulfillment of the commitments we make at the negotiating table, then there is no serious agreement and no agreement can be trusted. Any agreement must have concrete steps, clear implementation must have strong guarantees, and there must be punitive actions for the side, which are not indicated by non-responsive to take obligations”, Xani added.
Except that it is not being condemned for contempt of the agreement, according to opposition deputies Serbia is also available to file additional demands for the Franco-German plan, which they think Kosovo has lost.
“The expectations are clear, we have the positions of international representatives and their concrete demands. The prime minister in the Brussels and Ohrid Agreement, all those obligations included under Brussels' agreement on the Franco-German plan and those on the Ohrid implementation annex are clearly defined and will only be interpreted by Lajcak... Kosovo no longer has the comfort and right to interpret and maintain positions, but the opposite. But it only needs to be a doer, at this moment Serbia has the role of insisting and demanding, while Kosovo is obliged to implement”, MP Hisen Berisha has said.
Prime Minister Albin Kurti will meet with Serbian President Aleksandar Vuciq on 2 May in Brussels.
The European Union has published the agenda, where the signing of the declaration of missing persons will initially be signed as the first point, which will be followed by discussions on the draft Association of Serb-run municipalities in Kosovo.
