I think the agreement is built on two rails, the first track is recognition de facto on the part of Serbia, while the second track is Association, which Kosovo, previous governments and a previous majority in 2013 has accepted. Kosovo needs to be marketed that has no obligation and should not do anyone without the first binary, which has been recognised de facto”.

The US special envoy for the Western Balkans, Gabriel Escobar, said he expects to have a proposal from the Kosovo Government for the Association of Serb-based municipalities by 2 May, when Kosovo and Serbia leaders are expected to meet in Brussels.
“I hope by May 2nd there will be a concrete proposal”, Escobar said in an interview for the Albanian Voice of America service.
