Kosovo's chief negotiator avoided association on his promotion. He said it was talked about a “management group”, which would draft the draft-state for the Serbs' rights mechanism.

“Ide is on this date [high-level meeting] to present an initial draft of the management group. There is little uncertainty about how the procedure should go, to whom the draft should be sent in advance and how it should be presented”.

His meeting with Petkov and the European mediator should follow the meeting between Prime Minister Kurti and the Serbian president. Bislimi here reported details of the appointment of the date for this high-level meeting, the newspaper Express wrote.

“Pat an initial agreement that the next summit at the top political level be held on 22 April. But that is not so sure at the last moment because there is an indicator that the president of Serbia is unwilling or unable to come to this date. So we're looking for an alternative” date, Bislim said.

Unlike Kosovo's chief negotiator, he of Serbia tried to put the issue of Association to the top of his statement about what the meeting produced yesterday. Petkovic said that for the first time, he talked to the Kosovo side about concrete steps to establish this mechanism, also marking the 2013 and 2015 agreements.

Believe me, today after so many years, for the first time under a trilateral meeting, we discussed the most concrete steps for forming the Association of Serb-run municipalities. More precisely, what should the Management Team do, in line with the 2013 and 2015 agreements. It was clearly confirmed that the first step in forming association is the presentation of the draft state prepared by the Manager Team, within a high-level dialogue”, Petkovic said.

Prime Minister Kurti spoke about this team several days ago.

“The management team's status must be well known, before they draft statutes for Vetenadium, or whatever they may be. This team is comprised of six people, who were eventually appointed in September 2020 and the decision then made by former Deputy Prime Minister Rakiq from the Serbian List, who subsequently resigned from my government. So, these six are, if you do, two Serbs from the north, two Serbs from the south, chief of O. SBE and Local Power Management Minister. Under the 2015 agreement [for the establishment of Association], this management team would have to draft the Association statute. Now, I don't know exactly who's in her makeup, but, once again I point out, it's obvious that it's good to know the status of that Managing Team and that we as Government are going to look into the following days”, Kurti said Wednesday.

However, he has provided no more details if this team can break down and assign another.

Bislimi and Petkovic, except for the agreement under the agreement, also indicated they have talked about current topics.

“We also discussed the current topics such as energy, we have also discussed the issue of license plates on how implementation is going. I reported that by the end of March there was a good development. Then, after the threats and burning cars on Monday, there were cars registered. There have been demands of Serbia that Kosovo still show good will and not impose measures on these. But, I think this is past now and that it cannot be negotiated or discussed for the license plate unless it is implemented. Also, which is the most important part, we have discussed how the next steps should be sequenced that are part of the basic agreement, the work of the agreement on the missing, the work of mutual recognition of diplomas, Serbia's instructions in international organisations, and other elements dealing with the Basic Agreement”, Bislimi said yesterday.

Petkovic also said they have spoken about the license issue, claiming they have come up with “constructive proposals”, but that “Pristina has rejected”.
