CEC not ready, election legitimacy threatened

The Central Election Commission has even failed to get the voter's list ready, but it has neither determined the locations where the right to vote can be exercised. The MPB has not returned the answers if they have completed the CEC's required report on security circumstances that the commission [...] requested.
The MPB has not returned the answers if they have completed the CEC's required report on security circumstances, which the emergency election holding commission has requested.
This electoral list or polling of where Albanian and Serbian citizens can exercise their right to vote is not yet ready.
Only 10 days until April 23rd elections for the four municipalities in the country's north, but the Central Election Commission has yet to publish any information on the technical possibilities of organising these elections.
That's also because this institution lacks the full security report that they've requested from MPB.
Monitorers of this election process say that not publishing and informing in time where citizens can vote is a violation of the procedures and deadlines set by the CEC itself.
“Citizens have no idea where they can come up with the fragile security situation. The options and modalizations mentioned in addition to having damaged the situation there”, Eugen Calcolly declared by KDI.
According to Cacol, the initial turnout in this election could be the basis for contesting the legitimacy of the potential elected by citizens' votes.
The expectations and projections are that only a minimum number, so we're talking about extremely low 2 or 3 percent that could be maximum, which then can serve as a basis for the contestation of institutions that could come out of this”, Calcochi said.
And the situation a little differently in the north of the country sees a former CEC leader.
According to Mazlum Baraliu, elections in the four municipalities can be held because there is no high level of risk.
“Legality and legitimacy cannot be measured with percentages of subject participation, or even the inclusion of a political party that has usurped the political scheme such as the Serbian List, which seems to have destructive goals”, he said.
Meanwhile, the Central Election Commission has announced that Friday will hold the meeting, which postponed two days in a row, with polling stations in four northern municipalities expected to be reviewed and approved.
