Bislimi also mentioned the other three criteria.

Kosovo's deputy prime minister said these “are five sufficient fuses showing that this mechanism or this kind of self-advancing has nothing of what we have called Zajednica [Asociation]”.
Kosovo and Serbia have reached agreement on Association in 2013 and later 2015 on principles for its establishment.
But in 2015, the Constitutional Court of Kosovo has found that the agreement is not in full harmony with the Constitution. But this court has said that this association can be formed if principles that are not in harmony with the Constitution are harmonised
