Bislimi: There are five criteria for the Association statute.

Kosovo Deputy Prime Minister Besnik Bislimi said there is a full reconciliation in Brussels that will be five criteria through which it will be seen whether it is acceptable as a basis for discussion the draft statute proposed by the managing team for forming the Association of Serb majority municipalities. “E First, a [...]

The first “, this draft envisions a new layer of governance, and if you hide it, it is not considered acceptable for further discussion. The second, it envisions collective rights, if so, receives the preference of an unacceptable @x1> draft, he said in reporting before the Kosovo Assembly Foreign Affairs Commission.

Bislimi also mentioned the other three criteria.

“On what size is [the statute order] in harmony with the 2013 and 2015 agreements [for Association]”. The 2015 Constitutional Court ruling [for Association]. As well as, in what size is in line with the letter that [former High Representative, Federica] Mogherin, has sent the Government what powers the Association” can have, he said.

Kosovo's deputy prime minister said these “are five sufficient fuses showing that this mechanism or this kind of self-advancing has nothing of what we have called Zajednica [Asociation]”.

Kosovo and Serbia have reached agreement on Association in 2013 and later 2015 on principles for its establishment.

But in 2015, the Constitutional Court of Kosovo has found that the agreement is not in full harmony with the Constitution. But this court has said that this association can be formed if principles that are not in harmony with the Constitution are harmonised
