The first “, this draft envisions a new layer of governance, and if you hide it, it is not considered acceptable for further discussion. The second, it envisions collective rights, if so, receives the preference of an unacceptable @x1> draft, he said in reporting before the Kosovo Assembly Foreign Affairs Commission.
Bislimi also mentioned the other three criteria.

Kosovo's deputy prime minister said these “are five sufficient fuses showing that this mechanism or this kind of self-advancing has nothing of what we have called Zajednica [Asociation]”.
Kosovo and Serbia have reached agreement on Association in 2013 and later 2015 on principles for its establishment.
But in 2015, the Constitutional Court of Kosovo has found that the agreement is not in full harmony with the Constitution. But this court has said that this association can be formed if principles that are not in harmony with the Constitution are harmonised
