But that part has recently been followed by several incidents.
Following the burning of cars and attacks on Kosovo police, on April 10th on Leposaviq-Zvecan Street a Serb was wounded by a Kosovo policeman.
Four policemen were arrested and suspended in the case.
For this case, Serbs in the north today have held protests, demanding the overall departure of the Kosovo Police from the north.
Whether it should be held in the elections in the four northern municipalities, being such a situation with incidents and how well the election process could go on election day, analysts have told Blic newspaper.
Political analyst Nedmedin Spahiu tells the newspaper Blic that there will be trouble on Election Day. “How much security should know security organs. But that there will be trouble, that's the most obvious”, he says.
According to him, because of the situation it is best not to hold elections and postpone for another date. I think it's best to cancel the elections. And push for another date. It would be good to push for another time”, the analyst estimates.
Spahiu feels that elections should be held at polling stations, in schools as usual, not in other areas. On the other hand, Professor Arben Fetosti, in a proposal for the Blic newspaper, says that until this issue is addressed in Ohrid, there is such a situation and that Serbs are being used by Vuciq.
“The fact that this issue has not been addressed in Ohrid or Brussels with those who have caused these elections -- that is, with the authorities of Serbia -- Vuciq will use Serbian citizens for pressure on Kosovo and in view of its territorial goals, the boycott would be the easiest effect”, he says. Fetosti estimates that for whether or not to hold elections, police and AKI should decide, while adding that Serbia intends to provoke tensions for the territorial division of the north.
“Therefore, whether they can be maintained or postponed is good to decide after receiving recognition from security institutions like police and AKI. I think it's very important not to be rigid as in the case of the Targa decision last year. Serbia is interested in provoking tensions to cement even more the territorial division of the north”, the professor stresses.
He cites the non-participation of the Serbian List in the elections, which says Vuciq is thus trying to condition the dynamics of the Ohrid Agreement with association as Pristina's first step.
“If estimates about the failure of local Serbs are credible, then holding elections, even under the assumption that everything goes well, would not produce results because of opposing citizens' legitimacy. The Serbian List's non-participation clearly showed that Vuciq is trying to condition the dynamics of the Ohrid Agreement with association as Pristina's first step. But, that doesn't mean that Kosovo should respond with anger, jeopardising tensions that would have greater political consequences”, Arben Fetosti declares.
While analyst Halil Matoshi tells Blic newspaper that in the north, it is not competing for power only with Albanians, but with all, and that there cannot be democratic elections, without the reconciliation of Kosovars.
The “north of Kosovo is not competing for power only with Albanians but with all. In turn, without the reconciliation of Kosovo citizens who are majority there, there cannot be this democratic elections”, he estimates.
Matoshi recalls the case of Khan of Elez and Kachanik and government there 24 years ago.
Remember, just 24 years ago, with the Khan of Elez and Kacanik, for example, they have “the government” will Serbs, but it was time to fascism”, analyst Halil Matoshi declares.
