Analyst: Association for Impossible Valley needed to unify the political spectrum

Criticism also has for Albania, saying it has been cynical to the Valley problem.

University professor Milazim Krasniqi tells Online Economy that such a requirement is impossible, as Albanians there more “fight” for survival.

He says the Valley Albanians do not have the support of the Government as the Kosovo Serbs do of Serbia.

“We wish but it is not possible because they do not have the capacities Kosovo Serbs have to block Serbia as Serbs block Kosovo, the second do not have the support of Kosovo as Kosovo Serbs have the support of Serbia, so it is a completely debalanized situation from the aspect of law, morality and they certainly deserve to have autonomy, because they are in compact areas and are a very different people from Serbs, but also the International Community simply ignores their problems. The UCMPM war in 2001 didn't result in any results, and today we have the situation that there is more struggle for survival to stay alive in those spaces than to develop a project such as autonomy”, he said.

According to Krasniqi, the Albanian state has also been indifferent to Albanians in the Valley. She says I promised more was ignored.

There is no period after any period because Kosovo has been fighting for its own survival and has not been able and is not today to help. So Albania has been indifferent and almost cynical to the problem of the Presevo Valley, so that under what we call national issues, the Presevo Valley is totally ignored and for this their situation is so difficult”, Krasniqi said.

But unlike Krasniqi, political analyst Fidan Ukaj thinks. He says Kosovo institutions have had to seek an Association for Presevo earlier.

Ukaj says it is legal and legitimate that even the citizens of the Presevo Valley have an Association, as Serbia has managed to have access to several countries in the region.

“actually required a request for a formation of the Association and for Albanian municipalities in Serbia's part should be requested since the start of the dialogue process in 2011, or since the time of signing the first agreement, for normalisation of reports, where six points are spoken about the Association of Serb majority municipalities, the Albanian side has had to seek such an association with the citizens of the Presevo Valley. Of course it is legal and legitimate for citizens of the Presevo Valley to have an association as Serbia is demanding, for Serbian citizens in Kosovo”.

The criticism also concerns the lack of inter-institative communication and unification of the political spectrum in Kosovo and the Valley. Ukaj says the request had to come from Presevo politicians.

“Don't forget Serbia has asked and managed to have an association in Croatia, in Bosnia and Herzegovina has moved further looking for a Republic and already has the Serpska Republic in Bosnia, and is now expected to form an association in Kosovo, and remains to be seen how many competencies the Government of Kosovo, the institutions of Kosovo, the management group, which will be formed and properly established the Government of Kosovo, but the Government of Albania must help in this direction for a legal and legitimate requirement that even the citizens of the Republic of Kosovo have a municipality of Acion to have their own 1126>.

And let's not forget the political spectrum in the Presevo Valley unfortunately it's not involved in their demands and I see it as problematic, because the demands come from the bottom up. If we had a unifying of this political spectrum then even the demand would be more powerful, the argument would be more complete and in co-operation with the Government of Kosovo, the Government of Albania, such a request to address the institutions of the European Union and the United States of America, to have a kind of reciprocity in terms of forming association, as well as for Albanian citizens, for the part where they live in the Presheva Valley of<1>, Ukaj said.
