On April 4th, Prime Minister Albin Kurti and Serbian President Aleksandar Vuciq have taken their subordinates to Brussels to negotiate the topics coming out of the Basic Agreement and its accepted annex to Ohrid.

I would add that we have taken special care of all conditions and have not accepted it mentioned at the international convention on violent extinction, because we have taken care not to risk the interests of the state of Serbia”, Petkov said.
Andin Hoti, chairman of the Government Commission for Missing Persons, shortly after agreeing to Brussels on the issue of missing persons, wrote that for the first time, we were able to make the correct address “.
“For the first time after many challenges, and after 24 years we were able to impose the proper address of responsibility for the missing, as victims of war seeking solutions and justice under international conventions. Hence, there will be not only missing persons, but violent missing persons from the Serbian state. Also, I have to stress as very important, which by means of this statement Serbia is forced to take over the opening of archives and presentation of secret documents on the whereabouts of missing persons with violence”, Hoti wrote on Facebook.
European mediators have not mentioned the term “disappeared by violence” in their reports released over April.
The European Union's Special Emisar for Kosovo Dialogue Serbia, Miroslav Lajcak, has written this weekend that on May 2nd, on the agenda of the meeting between Kurti and Vuciqi is also the official adoption of “Declaration for the unfinding”. He has not added the term, which the Kosovar side insists on agreeing to the contents of the Declaration.
With the upcoming high-level meeting in the dialogue on May 2nd, it is time for intensive preparation. As the first meeting after the Ohrid meeting, it will be important for implementation of the Agreement and Anex. The agenda will include the official adoption of the Declaration of the Unfinders, the presentation of the first draft body of the Serb majority municipalities in Kosovo by the management team, and current issues. Therefore, we expect both sides to come to Brussels well prepared and fully dedicated for the implementation phase”, he wrote”, Lajcak wrote in a post on April 23rd.
Even European top diplomat Josep Borrell, when he confirmed that the parties have reached compliance on April 4th for the Declaration of Undiscovered Persons, but did not explain whether the term “violently disappeared” was mentioned.

Kosovo and Serbia have reached unsigned agreements on normalisation of reports in Brussels on February 27th. Meanwhile, they have also accepted an annex to implement this agreement on March 18th in Ohrid.
The agreement requires that, among other things, the parties implement all agreements reached so far in the dialogue launched 10 years ago. These include the agreement on missing persons.
