The result of the investigation into incidents surrounding the Digos Cup crash in Turin found that 250 Juvento fans were identified as attacking Luke.
Belgu had scored a penalty in the 95th minute to match 1:1 points in the first semifinal match, before a second yellow card was given because of the way the judge viewed the goal celebration as a provocation to Juventu's fans, though it does almost always.
Despite the initial appeal by the Luke's dismissal by Inter, FIGC President Gabriele Grava, made a personal exception and annulled the Appeals Court's decision to allow Chelsea's borrow to play in the return match, to be held Wednesday.
171 fans who have been known as promoters of racist calls will be fined for violating regulations related to regular behaviour at football stadiums.
Further investigations into identifying the remainder of Juvenus' responsible fans are still under way.
