Visar Umer: April 4th meeting produce clear hours of implementation of basic agreement

They there reached agreement on implementing the agreement towards normalising their relations, supported by the EU.

The Kosovar side was willing to sign this agreement, but according to Prime Minister Kurti, this did not accept the Serb side.

Despite this, however, both sides agreed that its implementation will begin soon.

And only after 16 days will Kosovo and Serbia meet again, but already in Brussels.

The meeting will be held at the level of the chief negotiators.

For the meeting, which will be held April 4th between Besnik Bislim and Petar Petkoqvik, and what is expected to happen at this meeting has been discussed, executive director of the Institute for Social Policy “Mousine Cocalari”, Visar Ymer.

He has said this meeting should produce a clear time of implementation of the basic agreement.

The latest “and especially the one in Ohrid and the agreement on the annex give a new dynamic to dialogue. Tuesday's meeting in Brussels should produce a clear time of implementation of the Base Agreement. The success of this and such meetings will depend greatly on the pressure on the parties. So the new dynamic dialogue seems to be what is determined by the EU and US mediator and readiness to continue the dialogue through the “mer mechanism or leave”. Clearly Kosovo and Serbia have neither the readiness nor the ability to negotiate for whatever is discussed, Ymer has indicated.

According to him if there is a plan for implementation of the agreement to be carried out by the end of the year, then there will be numerous meetings.

I expect that there will be more meetings and more intensity. If there is a plan that the entire implementation of the agreement be carried out by the end of the year that has been succinctly expressed as a goal, then this year will be the year of numerous and frequent meetings along with the feature dramas”, he has said among other things.

The executive director of the Institute for Social Policy “Musine Koklari”, Visar Ymer, also spoke of the agreement reached in Ohrid on March 18th.

He, he has said, has undergone changes from the previous one and that these changes are not in Kosovo's favour.

The “Aenes that guide the Basic Agreement implementation calendar has undergone some changes from the previous one who has been handed over to the parties. And these changes have not been in Kosovo's favour. Whatever the Basic Agreement is, all must be implemented, and I think the Government of the Republic of Kosovo should be insistent to maintain the logic of sequence of events, so that any Kosovo implementation action can be forwarded by a Serbian implementation action”, he has declared.

The issue most discussed in the agreement with Serbia is that of the Serb majority municipalities.

Prime Minister Kurti, after the meeting in Ohrid, has said that association is not self-government of Serbs, but of alone.

In this regard, the executive director of the Institute for Social Policy “Musine Koklari”, Visar Ymer, has said about Front Online that the prime minister has already accepted association and that under past agreements the European Union views as relevant to the model Association.

But, it says, the question now is not whether to have competencies, but what level they will be.

Prime Minister Kurti has already said yes to the association. And the one under the past agreements that the mediator (BE) views as relevant to the model of Association (only) that will be implemented. Judged by this association will be a structure that enables the realisation of the single management capacity for the Serb community in municipalities where they are majority in the specific areas that we agree on through the Statut. The question is not whether there will be competencies, but what level they will be in and in which areas”, Ymer added to it.

Otherwise, Kosovo Prime Minister Albin Kurti has stated, after the agreement, that public reconciliation has been reached with Serbia for an annex that will guide the implementation of the basic agreement. He said mutual recognition de-facto is in the basic agreement.

While the country's president, Vjosa Osmani, has said of the agreement reached that Kosovo testified to be the only side in the dialogue that proved constructive and interested in peace and stability.
