He said Serbia refused to sign the annex, until it added that it is in the power of the European Union to find a mechanism to make the agreement legally binding.
“We have reached an agreement on an annex to implement the basic agreement. Serbia has the same thing as it did at the last meeting in Brussels. He avoided signing the agreement, and now the annex. It is up to the EU to find a mechanism to make the agreement legally and internationally binding. We came to Ohrid with good intentions and proved trust at yesterday's meetings. I thank EU High Representative Josep Borrell, the EU's special emissary for the Kosovo-Serbia dialogue, Miroslav Lajcak, for his firm commitment and Northern Macedonia for hospitality”, Kurti wrote.
