Emisari Escobar, the day will begin with President Vjosa Osmani.
First by 0900, Osman will host Escobar at the Presidency, until the meeting is followed by a news conference.
After Osman, the US emissary will leave for the Kosovo Assembly, where Chief Deputy Manager Glauk Konjufca will host the meeting.
In the news for the media, it is announced that this meeting is expected to take place first by 10:20.
“The head of the Kosovo Republic's Parliament, Mr. Glauk Konjufca, hosts US Deputy Assistant Secretary of State at the meeting. Gabriel Escobar” says on notice.
His stay in Pristina, Escobar, will finalise with Prime Minister Albin Kurti.
Prime Minister Kurti will receive the American emissar in his office at 11:00.
In the prime minister's communiqué, it is not mentioned that Kurti and Escobar will be declared for the media.
Meanwhile, Thursday evening, US emissary Gabriel Escobar, held a dinner with the opposition, given the fact that the two opposition parties, The PDK and LDK have expressed reservations regarding the European proposal.
At this dinner, held at the residence of US Ambassador Jeffrey Havenier, present were Memli Krasniqi from the PDK, Lumir Abdjiku from the LDK, and Ardian Gjini from the AAK, who replaced Haradinaj leader after the latter is located abroad.
Escobar stayed in Serbia, where Thursday morning at the media conference also spoke of the March 18th meeting in Ohrid, while he said he expects no agreement but that the final will happen within the year.
The special envoy for the Western Balkans said the agreement already on the table is one of the best opportunities to move the region forward.
While, fact as a fact carried out named the formation of the Serb majority municipalities, saying that the association will take place, but the question is how soon this will happen and which model will be applied.
During the conference in Belgrade, Escobar called on parties from Kosovo and Serbia to be constructive and flexible during the meeting in Ohrid.
The European proposal for normalising relations between Kosovo and Serbia is one of the best opportunities to move the region forward and create peaceful conditions for all people living in the region”, the US special envoy for the Western Balkans said.
Our expectations are that both leaders are able to listen to each other and that they will work to make this deal a reality. Think of the obstacles, seek ways to overcome them and leave the meeting, realizing that they will continue to work to resolve”, he said.
The US special envoy said he does not expect signings during the Ohrid meeting, but stressed that the way for further progress will be opened.
However, he did not want to talk about what might happen if Ohrid fails to produce results.
Escobar recalled that this is an agreement for normalisation, not recognition, but he reiterated the US stance that Kosovo is an independent state of territorial integrity and sovereignty.
The 11 provisions document, which has been made public by the European Union, does not specifically mention mutual recognition, which the Government of Kosovo has said should be the focus of an eventual agreement on normalisation of reports.
However, Article 2 of the proposal mentions that parties must respect each other's independence, sovereignty and territorial integrity. The proposal also includes the parties' commitment to honour all agreements reached so far in the dialogue on normalising relations, as well as their commitment not to prevent each other from obstructing integration processes.
The benefits from this deal, Escobar said, are the fastest economic integration, not only of Kosovo and Serbia, but of the entire region.
“What is different now compared to two years ago is that you now see a real conversation within two states -- Kosovo and Serbia -- what it means for Serbia and Kosovo to have peaceful, predictable and constructive relations. All in the region would benefit from this. It's something that's real, it's not a fake conversation, because we're talking about real opportunities”, Escobar said in Belgrade.
The possibility of both sides seeing the benefits of this agreement, is very great, Escobar said, and added that “this is what Serbs in Kosovo most need.
“They are always at the centre of confrontations, tensions and this causes psychological damage and other damages”, he stressed.
According to Escobar, the position of Serbs in Kosovo will be improved through the implementation of the agreement for Association of Serb majority municipalities.
Escobar said he expects from Kosovo that one of the EU special representative's proposed models, Miroslav Lajcak, will be the model for association.
When I speak of this as request, I don't want to cause a confrontation or present it as a challenge. The fact is that association is part of the Brussels agreement... will be realised. The only question is how soon it will happen. Part two, which model will be applied. The EU's special representative cited several different examples of how this type of association works in the EU, to give minorities the right to self-government, which does not affect functionality, does not promote tensions and helps bring countries together. We want one of those models to be a model for the Serb majority municipality community”, Escobar said.
He also indicated that in Ohrid, Serb participation in the north will be discussed in the extraordinary elections, on April 23rd, as well as their return to Kosovo institutions.
“I would like to see what we can do in Ohrid to achieve this”, he said.
Serbs left Kosovo institutions late last year in disappointment with the Kosovo government's decision to reregister vehicles with Serbian license plates in Kosovo.
Escobar during Wednesday has met with Serbia's president, Aleksandar Vuciq.
At the meeting, as reported in the Serbian Presidency communiqué, has been discussed in the process of normalising relations with Kosovo, forming the Association of Serb majority municipalities, and <x0 potential for finding compromise and sustainable solutions in dialogue developed with the mediation of the European Union”.
After Serbia, as Free Europe Radio reports, Escobar is expected to visit Kosovo.
