No signature, Borrell: Agreement considered adopted with a statement

“We initially proposed a more ambitious annex, but the parties have not reached a reconciliation on that version. On the one hand, because I believe Kosovo has not had substance flexibles, and on the other hand, Serbia has stressed in principle not to sign, even though it is willing to implement”.
On the other hand, Borrell said that implementation of this annex would become an integral part of Kosovo and Serbia towards their European journey.
So the deal is considered approved with a statement to be published.
