Shortly after the certificates were closed, the Defence Ministry awarded a tender “Benen”

No timely planning of procurement procedures is being forced to public institutions to make contracts with negotiations only. The company “Beni Dona Plast” has again been rewarded with tender by the Ministry of Defence, just months after the investigation into it was closed for counterfeiting documents.
“Food Service (food, preparation and service) for emergency needs for all KSF kitchens”, so called the tender given to the businessman's company, Ragip Mustafa. Except this tender is not implemented with open procedure, but with “negotiated procedures without the publication of the contract reporting”, thus limiting competition. The contract is supposed to be for six months and is at a price of 2,142,400,00 euros.

PeriscopHe's been analyzing the tender file and there's been a professional adaptability requirement, which requires that the economic operator, among other things, possess: 1) Request 7. ISO Certificate 9001 2015 (quality management system) - must be valid, 2) request 8. ISO's ISO 22000 2018 (food quality management system) - must be valid.
Just related to these two certificates has been a several-month investigation by Kosovo police concerning the ministry's preliminary tender, which had been linked to “Beni Donna”. It had turned out that certificates have been forged, but the investigation has been fired.
Periscope is awaiting the Ministry of Defence to receive the company's bid “beni Dona” regarding this procurement procedure, from which these two types of certificates will be seen.
A few days ago, Periscop published an exclusive report regarding that of the company beni Dona Plastić, owner of the Mustaff, in 2019 had won a tender at the price of over 8m and a half euros from the Ministry of Security Force for Food of Kosovo soldiers. A year later, a police report had been sent to the Prosecution, with findings leading up to doubts, that the company beni Donaı had won this tender by counterfeiting two certificates of a German company. In this case, the chief of the Special Investigation Unit (formerly Task Force Antikyruspsion), Major Shemsie Haziri, had written an alarming report through which the Government leaders had announced corruption-related allegations at the highest levels of the State Prosecutor. After almost a year since this Haziri report, it is on the most important tables in the state (chief of Albin Kurti, Albulen Hadziu and Jelal Svechla), the same one continues to be covered in dust.
“By September 10, 2020, through the Police Report, the Special Prosecutor of the Republic of Kosovo has been informed that the tender won by Economic Operator “Beni Dona Plast” with a number of procurement numbers no. 217-18-2029-2-1 titled “Food services... throughout all KSF kitchens” allegedly ISO certificates are forged and that confirms the official enamel sent to September 25th 2020 by the company's official, Royal Cert, Carolin Hofner (eal of the 2509.20)”, said in part of this report by Periscope.
