A secret plan drafted by the Russian security service, The FSB sets out detailed options to destabilise Moldova, including the support of pro-Russian groups, the use of the Orthodox Church and the threat of cutting off natural gas supplies.
The document appears to have been designed to prevent Moldova's animation towards the West, which includes closer relations with NATO and an application to join the European Union. It repeatedly refers to the importance of preventing Moldova's NATO membership.
CNN has seen the full document, which appears to have been written in 2021 by the FSB Directorate for Interborder Co-operation. His title is “Russian Federation strategic goals in the Republic of Moldova”.
The document stipulates a 10-year strategy for bringing Moldova, a former Soviet republic located between Ukraine and Romania, into the realm of Russia's influence.
The plan includes making Moldova dependent on Russian gas imports and promoting social conflict, as well as trying to block Moldova's efforts to gain influence in the separatist, pro-Russian region of Transnistria, where about 1500 Russian soldiers have been deployed.
The five-page document is divided into numerous titles with short, medium- and long-term goals. Among the Midia objectives are “support for Moldovan political forces that advocate constructive relations with the Russian Federation” and “neutrisation of the Republic of Moldova initiatives aimed at eliminating the Russian military presence in Transnistria”.
The medium-term goals include “opposing Romania's expansionist policy in the Republic of Moldova” and “opposing co-operation between the Republic of Moldova and NATO”.
The FSB document sets forth long-term goals, including “the creation of stable pro-Russian influence groups on Moldovan political and economic elites” and “the formation of a negative attitude towards NATO”.
