Salares go off, but no addition for public officials

The Ministry of Internal Affairs, through the Public Officials Management Department, under decision No. 04/128 of the 1602.23 Government of the Republic of Kosovo, in co-operation with the State Treasury/The Ministry of Labour and Transfers, through units for human resources management at central and local institutions, has continued work throughout March in completion, adaptation and correction of employed data in the function of effective implementation of the Law on the Prosecution in the Public Sector (more referred to as: The law) and Government's decision No.04/128 dated 16,02.23.

Commissions for determining the previous additions with this law and the sub-legal acts that result from it have already been established, have collected the data from relevant institutions regarding officials that could/will benefit these additions, including the commissions for additional labour conditions and the additional market conditions, and are addressing all requirements.

Despite the commission's intensive work of determining additions, the process of handling data and finalising the lists is ongoing, so we announce all public officials that the additions mentioned earlier for February and March will be paid re-troactively at the month's pay in April.

During this month, with priority, the responsible teams have worked on involvement in the wage system for (i) employees who have not received salaries in the past months, (ii) employees who have been recruited/conventions with public institutions following the law's entry into force. Due to emergency, it has been achieved this month to include special compensation lists for the diplomatic staff of the Republic of Kosovo serving in diplomatic and consular missions.

Working on the review and setting up the relevant equivalency for each position is greatly influenced by the number of requirements, so teams will continue to work in the coming days and weeks until the full address of any inaccuracies on the salary lists. Expressed in number of individual requests, DMZP and Treasury are addressing a large number of requests, so the need to set priority priorities on the emergency level by now has emerged.

We announce the opinion and all the interested parties that generally but by not limiting themselves, the requirements under consideration have roughly basics, as in the following explanation:

  1. Current employees not executed salaries (in priority within March)

) wages are paid retroactively from the moment of the Law's entry into force;

  1. New employees who employ and link contracts after entering into force of the Law (principled within March);
  2. Employees who, after the law's entry into force, have been deemed wrong cofficiators in relation to the old wage system (recording ward in the days and weeks that are under way from the moment the Law entered into force);
  3. Employees to whom the corresponding appendix of the Law has established special classifications, such as experts according to specific appendixes, specialists, inspectors, employees in education, health, art, culture and cultural heritage, or another area, (restruction wards both in the days and weeks that continue, wages are virtually equaled by the moment of the Law's entry into force);
  4. Employees who have requested class change, status or categories from what they are currently -- this category can only be revised after the adoption of the organisational structure through the act containing classes for each position within the structure. Institutions Compensate to Government No. 04/128 of the 1602.23s, end the adoption of norms regulating among other things, ranking jobs within the framework of relevant structures.
  1. Other reasons.

The Ministry of Internal Affairs in co-operation with the Ministry of Finance, Labour and Transferences will continue to co-operate closely with human resource management units and with the leaders of institutions aimed at addressing all requirements more quickly and precisely that contain incompatible with the definitions of the Law on the Salaries in the Public Sector, which, for the first time, reformed the wage structure in the public sector in the Republic of Kosovo.
