Kosovo's north is less than a month away from extraordinary elections in the four municipalities.
Without the participation of the Serbian List, as the main Serb party and with increased incidents in indicators, there is a dilemma about what will happen after April 23rd if elections are held.
Valdete Daka, who for a decade as CEC chairman has organised several sets of elections, says there is no rule that determines legitimacy or the level of participation.
However, it raised dilemmas about the possibilities for institutions that will emerge from these elections to exercise their function.
“After the election day if held, then we will have a major question about how the institutions will be formed there by a speaker who will be elected, hypothetically by other subjects which do not represent Serbs who live in the northern part, and how acceptable that chairman or speaker” will be, Daka has said.

The European Union has confirmed to Dukagjin that it will not send its monitors to the north.

While the Organization for Security and Co-operation in Europe has not indicated clearly whether to monitor the elections.
