Maliqi says impasse stems from dispute over (not) signing the document

Maliqi estimates that if there's no signature, then it can't be called a deal. Meanwhile, the parties have agreed to the contents of the agreement, but have failed to find an agreement to sign the document.
Keeping in Ohrid reportedly has to do with signatures. The parties agree on the content of the agreement, but Kosovo wants it signed by both sides. Serbia prefers to stand as an EU document, which it would use to keep the parties responsible. How could it be called a deal if it wasn't signed?
