According to the BILD, Low wants to become Titus' permanent successor, who withdrew after the Qatar World Cup.
Low has remained at large since leaving Germany's selection role, following their early elimination from Euro 2020, held in June 2021.
He was in Germany's helm for 15 years and led them towards World Cup glory in 2014.
Ramon Menez is currently Brazil's temporary coach, who was eliminated from the Qatar World Cup in the quarterfinal phase.
Low had earlier been at the helm of club teams in Germany, Turkey and Austria, but now seems to favour international management.
Before being appointed Germany's coach in 2006, he was the team's assistant manager.
After becoming chief of Germany, in addition to his earlier World Cup success, Low also led the team towards the glory of the Conference Cup in 2017.
Germany also reached the Euro 2008 final and finished third at the 2010 World Cup.
Real Madrid coach Carlo Anceplottti has also been linked to working in Brazil.
Low recently declared his desire to return to management.
Speaking of Kicker, he said: “The fun in this sport is too much for that. I feel motivated again when I watch football now it wasn't like this for several months”
