Lajcak: Association to be formed under 2013 and 2015 agreements

“A member of them says that an Association should be created. The EU's highest authority says association must be established. The U.S. says that association must be created. So it has to be created and it's going to be”, he stressed.
EU emissary in interview given RTS, has said that association must be established under the agreement agreed to in 2013-2015.
“Community must be built according to the model agreed on in 2013 properly 2015. And the models are there to show that nobody should be afraid. There are patterns of self-government, minority in Europe and that's nothing dangerous. Nobody should be afraid. Of course, we have legal guarantees for the minority community to feel secure. We know it agreed in 2013, but it didn't happen. This time it has to happen, given what was agreed on in 2013, so 2015.”, he explained.
Asked whether the association has executive competencies and what it means when it says they do not want another Republika Srpska in Kosovo, Lajcak explains that association still does not exist and that what should be agreed on between Belgrade and Pristina within dialogue, but certainly on the basis of what is agreed on in 2013 and 2015.
“should agree to a variety of details, propose a statute, and both sides agree on the statute. For ten years, the deal has not been met, but this time it will be, because we will not have an agreement without Association.”, Lajcak said.
