It seems that not signing in northern Macedonia was what Aleksandar Vucinqi most cared about. Although confirming there is agreement, the media that is controlled by him mostly echoed the fact that Serbia's president signed nothing. They also quoted Kurti as saying the Serbian president refused to sign.
The chief of European diplomacy just emerged from 13-hour negotiations in Ohrid and confirmed that fact. He said there is agreement, but that the Sėjani parties agreed to the signing.
“We initially proposed a more ambitious annex, but the parties have not reached a reconciliation on that version. On the one hand, because I believe Kosovo has not had substance flexibles, and on the other hand, Serbia has stressed in principle not to sign, even though it is willing to implement”, Borell said.
The EU's diplomacy chief also stressed that the agreement would take effect in another way.

Otherwise, the EU has published an annex to implement the agreement after Borell has concluded the conference. With this document Prime Minister Kurti has agreed to form the Association of Serb-run municipalities, even though it does not figure the name in annexes.
This is discussed at Anex's point five as Kosovo is obliged to start negotiations with the EU on the issue of self-management for the Serb community in line with previous dialogue agreements.
