Kosovo agreement implementation annexed- Serbia

This appendix is an integral part of the agreement.

Kosovo and Serbia are fully committed to respecting all provisions of the Agreement and this Anex, and to implement all obligations stemming from the Agreement and Anex in a proper and confidential manner.

The parties bear in mind that the Agreement and the Impulation Annex will become a key part of their EU membership processes. The parties take note that immediately after the adoption of the Agreement and this Annex, the facilitator, the EU will launch the process of formalising Chapter 35 for Serbia to reflect Serbia's new obligations stemming from the agreement and this Anex. The Kosovo Special Group for Normalisation agenda will also reflect Kosovo's new obligations stemming from the Agreement and Anex.

The parties agree to adopt the Declaration of Missing Persons as urgent issues, as negotiated in the EU-attensive dialogue.

To implement Article 7, Kosovo immediately begins negotiations within the EU facilitated dialogue to create arrangements and specific guarantees to ensure adequate level of self-advision for the Serb community in Kosovo, in line with earlier relevant agreements in the dialogue, as defined by the EU.

The parties agree that within 30 days they will create a Joint Monitoring Committee, led by the EU. Implementation of all provisions will be provided and monitored by the Joint Monitoring Committee.

To implement Article 9, the EU will organise donors' conferences within 150 days to create an investment and financial package for Kosovo and Serbia. No provision will occur before the EU determines that all provisions of the Agreement are fully implemented.

Kosovo and Serbia agree that all articles will be implemented independently by one another.

The order of the paragraphs of this Annex is without prejudice against the order of their implementation.

Kosovo and Serbia agree not to block implementation of any provisions.

All discussions concerning implementation of the Agreement will be held within the framework of the EU facilitated dialogue.

Kosovo and Serbia agree that any disregard for obligations from the agreement, Annex or past dialogue agreements can have negative direct consequences for their respective EU membership process and financial assistance received from the EU.
