The Ministry of Internal Affairs has cancelled the competition for recruiting 20 new education inspectors, following allegations raised by Education Minister Arberie Nagavci, for corruption of the process.
The MPB didn't tell him the reasons for canceling the competition.
But some candidates who spoke on condition of anonymity said there were irregularities in the process, since the online system did not allow them to file certain documents.
“In the notification we received from the MPB had the inaccuracies in setting missing documents, then it was impossible on the online application to upload some of the documents because there were no separate addresses for some of the requested documents under the contest. For example, the investigation certificate is the document that was required in the competition, but you had no place to charge it on” apps, one of the candidates said.
Even after complaints, the online system had problems. Nevertheless, 39 out of 240 candidates were selected on the tight list in January.
At the Ministry of Education, they admitted that it was conveyed with violations of the competition administered by the Ministry of Internal Affairs, but that the selective commission consisted of its officials. In an answer to TIME, all involved in the process said that all persons will be held accountable.
Currently, the education inspectors function with a total of 30 inspectors. Based on the law. They are obliged to conduct inspections for the quality of work, make themmatic, emergency, re-inspectation of all Kosovo schools.
In school, however, they say that the Inspectorate does not carry out these responsibilities.
A year and a half ago Nazif Jashar received the principal's position at the school “Asim Vokshi” in the capital, and since then he never saw inspectors within school space. He considers inspections very necessary.
I really appreciate the role of inspectors, because inspectors are the ones who come and see the real situation and the good things that we have in common with them to advance, while the weaknesses or shortcomings that we share with them avoid and move forward in the process”, Jashar said.
The education ministry has promised that this year it will employ 40 new inspectors. But he hasn't indicated when a resume of recruiting is planned.
