Hovenier to Association: It is not appropriate for Kosovo to implement what is not in line with Constitutional decision

It's hard to renegotiate something that hasn't been negotiated yet. Therefore, there is still room to establish the association of Serb majority municipalities and we think that it is a priority and we have encouraged the Government of Kosovo to move money with this, regardless of what Belgrade does or does not do. Because as I said, our vision is that this is an existing obligation, but it would also be a good thing for Kosovo”, Havener has expressed itself.
According to him, it is not appropriate for Kosovo to implement something that is not in line with the Constitutional Court's decision.
I want to repeat what the US has said repeatedly, that we understand some of the concerns that have been raised, and we believe it is very important that association contribute to the proper functioning of the state and the society of Kosovo. So we have been clear, we do not believe that it is proper for Kosovo to agree on whatever would be contrary to the Kosovo Constitution. We do not believe it is appropriate for Kosovo to implement something that is not in line with the 2015 Constitutional Court's decision. These are some of the” instructions, Havenier said.
Hüvenier has said the issue of association should be moved forward, as this is an important element for repositioning the Kosovo-Serbia relationship.
But there are many options in this space what this thing will be. Our hope is also through this process this weekend and the government's subsequent action, because we think it's a very important element to reposition the Kosovo relationship Serbia, having this new and more positive status of the government, but also helps Kosovo to be more successful in what it is: a multiethnic democratic state, which has projects and structures to protect the rights of all its citizens, including the citizens of minority communities.
So whatever comes out of this process should be a kind of association, and should be composed of municipalities that have a Serb majority”, the American ambassador said among other things.
