Haziri: Negota negotiations man show, Kurti has opened Kosovo to Serbia

Before the March 18th meeting, LDK deputy chairman Lutfi Haziri, who is the specialised “” in the Kosovo negotiations Serbia. The former head of the Kosovo delegation in Vienna's talks comments on the European proposal and expectations for Saturday's meeting between Kurti and Vuciqi, who in the first place, said he does not know why [...]
LDK Deputy Chairman Luft Haziri, the party's envoy for Kosovo dialogue Serbia, says he is trying to translate what the German emissary said. Haziri continues to explain the agreement in other figurative terms. According to him, this agreement is about the Anociation statute, which, Haziri says, has become the whole process.
We're told this is the cabbage from which two pies should be made. It's going to depend a lot on énusés and its skill on how much I can rationalise and make the agreement enjoyable for both sides. So, the whole commitment of this basic arrangement as a European document, has a case that is claimed, or often in public statements is not indicated because there's been a bullshit word that we're told that the elephant is in the room, and if we're talking about the éelephant in the room, then it's the statute of Association of the main, critical and only issue for which this process has been made and that the parties are engaged for priorities of<1>
The LDK deputy chairman says the start of the agreement, practically, is at Article 7, where the <x0-management-management” of the Serbian community and the granting of a special status to the Serbian Orthodox Church.
“Practically, the document as such is starting to sequence and build under Article 7 as a document already accepted by the parties, which cannot be renegotiated or re-opened in Ohrid, but the document” will be talked about.
While the parties have agreed to stop discussing the European proposal in Ohrid because it has been accepted as such, Haziri has expectations that at the March 18th meeting the process could be complicated due to the annexing document, which is being recognised as the Implementation Plan.
The expectations here are not to shape something, I hope it's not complicated because the expectations are that on the annex the complication of this process will happen, which will cause you to stay, unfortunately”
The LDK's official position is that the agreement with Serbia should focus on recognition, as any other agreement does not guarantee normalisation of reports with Serbia. Haziri has been asked whether involvement in mutual recognition in the European proposal would be possible under existing circumstances.
He says the “main goal of this dialogue is to recognise and normalise reports with the last neighbour in the Western Balkans and with Kosovo-bound states, which is Serbia”. And he says Kurt has this assignment. According to Haziri, Kurti is the prime minister who “has opened Kosovo to Serbia” and now has the task of not allowing it to violate Kosovo as a state.
“Z. Kurti has only this task, normalising reports with Serbia. Kurti is working to open Kosovo in relation to Serbia and will be remembered as the prime minister who has opened Kosovo to Serbia. All related to the problems is to do with association and the modalities mentioned and considered on the part of his team as prime minister of Kosovo, speak of a proposed territorial political autonomy in the annex documents, and this issue is his duty, that within the framework of the platform, political criteria and the principle of negotiations should not be affected by constitutionality, territory, sovereignty and character of the state organisation of the Republic of Kosovo”.
Prior to declaring independence, Haziri was part of the “Ekip of Unity”, representing Kosovo in its status negotiations. Now, in the name of Kosovo, Kurti negotiates, which is consulted or accompanied by his team. Besides Kurti, the Government's envoy for dialogue with Serbia is Deputy Prime Minister Besnik Bislimi.
The current talks with Serbia, according to Haziri, are éone man showue [one person's single formation].
“is just the prime minister negotiating. There is a technical team, the second deputy prime minister of the government to which part of the technical talks has been delegated, dealing only with implementation, or primarily with the implementation protocol of agreements reached by other prime ministers, but there are no teams”, Haziri has said.
Kurti has stayed in Strasbourg these days, and LDK deputy chairman views this visit as a reflection of all representations that Kurti makes/
Even today [on Wednesday] in Strasbourg, within the framework of meetings of the association stabilisation agreement, the prime minister goes with Vetevendosje deputies. Both in negotiations and even in foreign delegations to the prime minister is he and his” party.
According to Haziri, a man and a party cannot wrap up this process because, he says, no major process for Kosovo can be opened or closed, without any unity or consensus as broad as political.
However, this is a decision by Prime Minister Kurti, which we have respected and the accountability addressed in the Republic Assembly. There, before and after meetings, the prime minister is obliged to report. So far, nothing of the LDK's motion, which has invited it, we have no regular reporting and no account of any kind of transparency under the terms of negotiations Prime Minister Kurti has given before the citizens of Republika”, the opposition party's deputy leader has said.
Tomorrow in Ohrid, Northern Macedonia, the meetings of Kurti and Vuciqi begin, following the European Proposal for normalisation of reports. The contents of the European proposal, some of which have raised concerns in Kosovo, are no longer negotiated. Now the parties discuss only how that proposal will be implemented.
