At this conference, GLPS Director Arbeser Loja-Sublla has criticised the Government for failing to fulfill its positions and maintaining them with task manager.
We consider that the second year of government has been characterised with position with task officer. This year has found Government with only four secretary-general with a warrant. The government has failed to appoint merit candidates. The long-standing failure of positions, the Ministry of Health has been without Kosovo Minister and Police Without Director”, Loxha- Staubla has stressed.
She has said that despite the disappointing performance in some dictatorships, government reshaping has not occurred.
The “also over this year is behind problems as a result of the union of ministries. During this year, even in this government as in past governments, we have not had a publication of work reports”, Loja- Stublla stressed.
As for the justice system, it has said it is worth mentioning Kosovo Police operations against smuggling in the north and cases like “Subventions” and “Brezovica”.
Despite this Loja-Subla has stressed that they consider that Government should focus on drafting policymaking in dealing with organised crime and corruption cases.
We consider that both government and justice institutions should strive for better co-ordination”, it has indicated.
As for foreign policy, she has said Kosovo has had to adapt to geopolitical reality. Political ones have considered the application to the Council of Europe and the European Union.
Kosovo faced significant obstacles in understanding of foreign affairs. Although efforts have been made to get new recognitions, the same have not occurred”, Loja stressed.
He has also cited reports of involvement in a financial scandal by Kosovo Ambassador to Croatia Martin Berishaaj, saying it is not good for him to continue to hold the ambassador's position.
While the programme manager at GLPS, Nnomza Arifi, has said that one of the most important initiatives in terms of administration has been the proceedings of the Law for public and wage officials. But according to it, it has been disturbing not to include SIGMA's comments on the European Union office and civil society in drafting these laws.
Emini has said that the government has failed to score progress in the process of rationalising independent agencies.
As for European integration, it has stressed that even in the second year it has remained in limited areas mainly about the Stabilisation and Association Agreement (MSA).
In the dialogue process with Serbia, Emini has said the government has continued to be active and also constructive.
But according to her, there has been a lack of dialogue with opposition parties.
For the European Plan, it has stressed that in principle it is not bad, but it is insufficient and does not ensure a de-jure recognition of Kosovo by Serbia.
