This will be a meeting where leaders will discuss the implementation plan, which is an integral part of the European Proposal Agreement towards normalisation between Kosovo and Serbia.
The scenario desired for the European side is that this is a meeting where leaders will agree to an annex of the plan involving a clear calendar when all elements of the agreement must be fulfilled.
The discussion on the European proposal is considered closed to the European side, as Kosovo Prime Minister Albin Kurti, and Serbia's president, Aleksandar Vuciq, at the meeting held on February 27th in Brussels, agreed on the text of the EU proposal.
Kurti, at the Economic Forum in Skopje, has cited Kumanovo as the site where the capitulation of Milosevic's Yugoslavia was signed and the entry of NATO forces as elements that may have influenced the Union for European Policy and Security chief Josep Borrell, to select Northern Macedonia as the location for the upcoming summit under Kosovo-Serbia dialogue.
The “not to forget that on June 9th 1999 in Kumanovo was signed the capitulation of Milosevic's Yugoslavia and the entry of NATO forces. I think these symbolic elements of northern Macedonia were important for EU High Representative Josep Borrell, to invite us to Macedonia for the next summit”, the head of Kosovo executive has indicated.
As for normalising relations with Serbia, Kurti has said it can be done only through mutual recognition.
