The intelligence of the United Kingdom Defence Ministry said Russia is promoting this campaign as driving for volunteers and professional personnel, not as forced mobilization.
The intelligence report reportedly that Russian authorities seem to have chosen a voluntary “model” to meet their staff shortages in order to minimize internal discontent.
The defence ministry said reconstruction of Russia's military power needs not only personnel -- as it needs more weapons and military equipment than it now is on alert. /Periscopi/
