BQK risks remaining unannounced oppression oppressed with Board for Election Procedures

Democratic Party of Kosovo parliamentary (PDK), Ferat Shala, has had a clash with BEC Board Chairman BEC Union Nurbojan. The latter, he accused him of delaying the appointment of the new governor in order to come himself to the helm of this institution.

On Tuesday, the Commission for Business, Work and Transfere has reviewed the list of candidates for meeting the Kosovo Central Bank Governor's position.

In this case, the deputy The PDK asked the Bashkim Nubojan Union who will be the governor's task leader, as Fehmi Mehmet has expired.

“Who exercises the governor's duty. Have you prepared this scenario for yourself? From tomorrow who's in charge of the governor. You'll be the governor. You prepared the situation for BQK to be left without a governor. Why doesn't he have a deputy governor? Since you put me in today, and the board leader says I don't know. It's a scandal, the board's leader doesn't know who's acting as governor. Do you accept the governor's duty tomorrow? All this process is a scenario for you to come into this” position, he said.

Norboro himself denied this. He said he had no intention of applying for this position.

We have called an extraordinary meeting. Article 46 regulates the continuation of how BQC works in extraordinary cases. Now it's the Board's decision on how to proceed. I cannot answer that it does not belong to me as an individual. The moment we make the decision, we'll publish. We've asked for opinions on this procedure. With the tendency to be in this position, I would have applied, I think that's not correct this way”, he said.

Democratic Party of Kosovo MP Mergim Lushtaku asked about the legality of these candidates. He said if they were addressed to the Corruption Prevention Agency in connection with a candidate, if the same has conflict of interest because he is currently a member of the Board.

We've seen all the materials you sent, the issues I've raised you've tried to give me some clarifications about me are not enough. You didn't even get a statement from the Anti-Corruption Agency. Have you wanted to see that Nexhat Kryeziu, is in conflict of interest since he is on board the CEC”, Lushtaku said.

In view of the Corruption Prevention Agency, Norboro said they have not sought out, as they have referred to BEC laws.

There's not even been a breach, we're not addressing the Agency because we're based on the laws of the CEC, and we as a panel are convinced there is no conflict in this case”, he said.

But he asked to be sent as Commission to the Corruption Prevention Agency.

And Democratic League of Kosovo MP Avdullah Hoti said it has not yet been completed in BEC's 38th sub for the release of the full list of 14 candidates that have applied in the competition.

I had the impression that we had an agreement that, according to the article, you give an explanation for each candidate for why you so appreciated. And second, the list of all candidates who have met formal legal conditions. This has been an agreement on the Commission to have a letter for each candidate and full list of candidates that have applied. The GEC's 38th article for procedures has not yet been completed, and this list cannot be sent to the Parliament. I'm worried about how big institutions are managed. Today, the governor's mandate ends, this is irresponsible, the procedure has to be completed earlier. I think it's a responsibility even of the majority, but it's your responsibility. The entire financial sector has no effective oversight”, he said.

For failing to hand over the list of candidates, Norboro said they did not because they are not submitted to the Law.

“We've set the clarification for elected persons under the law. And we came with this list. As for delays, we have handed over the list in time. Everything's on schedule. The law does not say that you have a full list sent. We've been instructed not to be made public, selective names have been sent, names that haven't been selected made to be published”, he said.

The criticism of the governor's selection procedures also featured AAK deputy Paul Lekaj.

I think you've brought the situation so badly that I don't know how you're gonna act. I think the end of the year will come and the governor will not be elected. We enter a deep crisis of this segment, I think the process should not come to zero and elect the governor. I think we are consciously questioning the safety of the country”, he said.
