Borrell and Escobar make it clear to Vuchy: Kosovo agreement is mandatory without signature

Not even a week has passed since the meeting in Ohrid, and Serbia's president, Aleksandar Vuciq, has tried to convince the opinion that the Annex of the agreement with Kosovo is not mandatory because it has not signed. The response to Vucinqi came from EU High Representative for Foreign Policy and Security Josep Borrell, but also from US envoy for the Western Balkans Gabriel Escobar.
Borrell said the agreement between Serbia and Kosovo, reached at the meeting in Ohrid, became legally binding at the moment the European Union came out with the announcement.
The agreement was not signed for legal reasons, but both sides agreed that my statement (after the Ohrid summit) represents for both sides a commitment to fully complying with the obligations that come out of this agreement and its implementation”, Borrell said after the EU foreign affairs ministers' meeting.

He stressed that the EU will monitor the process of implementing everything agreed on and added that there are urgent issues that must be implemented immediately, such as forming the Association of Major Serb municipalities in Kosovo.
The agreement reached by Kosovo and Serbia at the Ohrid meeting in Northern Macedonia is legally binding. It is legally binding for both sides in every respect. It wasn't a signing issue, but the task”, Escobar said.
The next step for both sides is the start of implementing the” agreement, he stressed.
So it ended all speculation whether or not the agreement is valid from Brussels and Ohrid, which was initiated by Serbia's president.
We remember that a day after the meeting in Ohrid, in a speech to Serbian opinion, Vucic said that in a formal and legal sense it is difficult to prove that the agreement exists without signing.
A day after the statements by Borrell and Escobar exposing Vuciqi, he says his attitude has changed no point before anyone. But he seems to have done it, so now he says it's also worth the verbal deal.
I'm going to repeat it one more time. It's legally binding for Serbia when I put signatures or stamps on something, or when I agree in veribly or verbally with it. No one can produce legal consequences for Serbia except its president or, in some cases, the prime minister or minister of foreign affairs. As for implementation, Serbia will meet and do everything it has said it will do for implementation”, Vuciqi said yesterday.
