Alban Hyseni ignores MAPL for cutting working hours in the municipality

MAPL Minister Elbert Krasniqi has said they are not informed of this decision, despite its obligation to report such decisions to MAPL.

Gjilan municipality officials have said that this kind of decision has been made for years by former leader Lutfi Haziri.

Besart Selimi from the Office of the municipality of Gjilan, in a written response to Kosova Prees, has said the purpose of the decision is to respect each official's faith and rituals, as little the dailyity of those fasting is eased.

The decision has neither been an idea nor a proposal by the chairman, Alban Hyseni. Such a decision in Gjilan has been issued for years by the former mayor, and a very large number of officials have demanded that such a decision be approved again. Meanwhile, Elbert Krasniqi, minister of the Local Power Management, said such decisions are obliged to inform MAPL, however, that this is not the case with Gjilan chairman Alban Hyseni.

Krasniqi said the moment they accept this decision, they will treat it like any other subject.

Each decision made by the Community Assembly is sent to verify the legitimacy of the Ministry of Local Power Management, the moment they send it comes to our ministry and deals with the beginning of legitimacy. The chairman's decisions under the Law on Local Self - Rule are binding where mayors inform us of these decisions at each beginning of the month from the 1st to the 10th. The moment we accept this decision, we can start and see each decision... the Law on Local Self-Government allows the municipality and the mayor to even allow for preliminary discussion of decisions, they have not done so because it is an official's decision. But the moment we accept and treat it like any other item”, Krasniqi said.

Meanwhile, Zana Beqiri, director of the Chamber of Commerce and Industry in Kosovo, has said that such a decision is no longer law, but in deregion between employers and employers.

However, Beqiri also encourages the private sector to see what the modalities are to use so as not to violate workers' rights.

The Gjilan decision has been a decision as an employer and a working law as an employer we are not obliged to cut schedules, yet in a number of cases even in many parts of the world it is practiced that on behalf of a lunch break, we are not required to cut schedule. There are such cases when companies or employers, whether public or private, use it for staff benefit. So it's not legal, but it's in the discretion of how the employer will arrange it with the employee... Encourage the private sector to see what the modalities are to use in order not to violate workers' rights but also to see opportunities to treat the workers best. If the employer or the business wants to give an extra hour, it is not prohibited but does not have by law”, Beqiri said.

We remember that with the decision issued on March 23rd, Gjilan chairman Alban Hyseni has commissioned the directors to maintain evidence for fasting staff.

According to the decision, the work schedule will begin from 9:00 and will last until 4:00.

The decision has come into force from the 24th and will be in force until April 20th.
