The deal has been postponed for weeks after Germany called for this law to exclude cars operating with e-fuels.
E-fuels argue they're neutral carbon, because they use carbon dioxide emissions to balance carbon dioxide emissions when fuel burns on an engine.
The new law makes it impossible since 2035 in the EU to sell cars with internal combustions.
However, the expulsion won by Germany will now help those with traditional vehicles even though e-fuels have not yet been produced on high scale.
The EU will now show how the sale of cars only with e-fuels can continue.
Passenger cars and vans are responsible for 12 percent, respectively, 2.5 percent of all carbon dioxide emissions in the EU, the main greenhouse gas, according to the European Commission.
The new EU law will require that all new cars sold have zero emissions of carbon dioxide from 2035 and 55 percent less carbon dioxide emissions by 2030, compared to 2021 levels.
