ZRRE has published two public discussion reports: Consultative report for Max's permissional access under PR3 Periodic Review for O The Third Rule Period (202327) and the Consultative Report for the Maxable Access to the annual FSHU Fit for 2023.

KESCO application for extraordinary review

THE December 5, 2022, has accepted the request for the extraordinary consideration of the Maksimal License for the Universal Service provider (FSHU). According to ZRE, among other things, in her request the FSHU stresses that the dominance of high import prices, their instability and inadequacy of revenues have forced F The U.S. to operate below cost by making its financial situation difficult.

Based on the request of the FSHU, the main indicator for overcoming the material threshold is based on the lack of realised revenues and higher costs by large compared to the envisioned ones. The ZRR has reviewed the FSHU's request for extraordinary review, and has agreed that the actual data testifies to overcoming the threshold of materiality and has reacted in time to begin the extraordinary review. “However, due to the delivery date of this application, and its implementation process, the efficiency of extraordinary review will be the same as that of regular annual adaptation. Even though the correcting factor of revenues (KREV) summarizes the differences between costs and revenues allowed during 2022, Z The RHR has presented estimates of the annual HLM adaptation to this chapter, which is organized as follows:

) Subcapital 7.1 represents the index of inflation costs;

) Subcapital 7.2 addresses costs adjustment;

) Subcapital 7.3 addresses unregulated revenues;

) Subcapital 7.4 addresses KREV; and,

) Subcapital 7.5 addresses HLM emergency review

7.1 Index with the inflation rate

According to Tatar methodology, some components of the OSCE costs must be indexed annually to reflect the annual inflation rate. The inflation rate takes into account the harmonised Consumer Prices Index published by Eurostat. The value released in January 2023 for 2022 is 8.4%

The costs influenced by the index in inflation have been offered in the following table:

7.2 Adjusting Loss Costs

The costs of buying energy must be adjusted annually to reflect changes to projected and realised entry values. The main changes stem from changes to realised energy purchase prices and realised power flow volumes on the grid. Changes in the cost of buying energy are being repaid with interest between the OSSH and consumers.

7.3 Unregulated Incomes

Incomes from unregulated resources adapt during the regulatory year to reflect the differences between their projected and realized values.

The value of revenues from the services excluded after the interest rate application results in 8.77m euros, so this value will be returned to consumers through PRR3 tariffs.

7.4 KREV-tractor Income corrective

All differences between current allowed costs and allowed revenues are adjusted

through the correct factor of the revenues. The annual adaptations of the Maksimal Lakes for 2022 are summed up through KREV, which are then carried to RR3.

KREV sums up all the components of the costs, including those described above, that adapt to inflation. The difference in costs and revenues resulting from bars as a profiled in the 2023-2027 regulatory period.

7.5 OSSH's extraordinary review of HLM

The extraordinary considerations are regulatory tools used for tariff interventions when the costs accomplished differ from those envisioned to a extent that a predetermined threshold of material.
