The American professor said that if this is true, then Kurt's proposals for the Association of Serb Major Communities have not been taken into account.

“I still think a Pristina proposal for Association is needed. It may not be the solution, but it would help focus the discussion”, Serwer said.
As for the issue of association, international pressure has increased especially recently, because the dialogue process has already reached a final phase. The establishment of a Serb majority municipality with executive competence has been publicly rejected by Kurti several times.
This has caused international pressure on it to rise especially from Kosovo's leading partner, the US.
