Putin announces Russia to leave US nuclear arms treaty

In a 45-minute speech to the deputies of the Russian people, Putin has accused the US and NATO of failing to co-operate.
He has said Russia will conduct new nuclear tests if the US does the same.
The treaty was signed in 2002.
