On January 25th of last month, Periscopi has published an article in which he has brought some facts about how there are doubts that he has been manipulated with a receipt. Allegations are that the labour company which is working in tear 4, has sent a receipt to the Ministry of Environment, Spatial Planning and Infrastructure (MMPHI) for reimbursement for jobs that have not been performed. In fact, the allegations are that manipulation may have been done only with bills, and in this situation, a waste fee was issued at a value of 378, 951. 39 euros.
Even after publishing the text, the ministry has decided to remain silent, has sent no clarification regarding the publication of the article. Periscop has secured the contact of the project manager, Nebi Luzha, with whom he has talked about suspicions of manipulation of the bill. He said there's no such thing and that bills published in Periscop don't know where they came from, because according to him everything's okay.

We have other bills”, Luzha said via the phone, which has left the exact day when documents can be obtained at the ministry. But on the day those bills had to be delivered, he said he didn't have everything complete, as the change of ministry facilities was made and some remained in the other object. In another phone conversation, he has suggested that official requests be applied for access. In the meantime, he also spoke of the volume of the work done. “Some 70 percent of the jobs in that tear have been performed, as many pilots have been introduced underground”, he said.
Periscopi on February 3rd has applied to public documents where he has asked the ministry to get all documents archived so far for tears four: Pay certificates, stations and bills.
Until the publication of this article, this ministry has not allowed access to these documents.
During today, Periscope has filed complaints with the Information and Private Agency, namely the Department for Access to Public Documents for not allowing access to these documents.
The agency has confirmed it will handle this complaint.
Except for the irregular payment allegedly only made by bills for more than 378 thousand euros, Periscope has found that the officer has been paid nearly once more than he has done. In fact, as we mentioned earlier, manager Luzha himself said that in this road segment (lot 4) the volume of the jobs performed is about 70 percent. Even according to the certificate issued by Periscope, dated May 19, 2022, it is seen that the payments have been made about 7m euros, while the basic contracts, plus contracts, are worth 9.5m euros. But, so far the payment may have increased, as it is about 9 months old, and payments are made on the basis of stations.
Periscop has been at the scene of the event to see how much the volume of the jobs carried out in tears 4, where the company consortium is building, “2A Group” S. P.K. ; “Ex-Fis” ; “2T”.
This tear has to do with the intersection of R6/R7 (Bannoll) -Bresalc.
Based on the size of this project, it writes that jobs must be performed at a length of 2,100m that is in four chrosses with an aid tape.
According to an indiscriminate but rough measurement of Periscopi to this project (lot4), it turns out that about half of the project is intact. Thus, the work is performed only at the first thousand meters, and the second thousand feet is as it was, the mountain hill, not touched by the machine. There will even be much more work there than the first part, since in the first part, it has been flater and now has to break open the entire hills that are filled with giant stones.
As much as half of the project is intact, except for one underpass and another little intervention, even in the segment that has been worked on has not all the work done. If it is viewed in advance of what will be done there (see doc below), the work done in the first half will cost about 60 percent of the monetary value.

So the payments the ministry had to make would have to be worth a little over 30 percent of the total contract, rather than 70, as the contract manager said, and as figures in the payment certificate. Under the legislation in force, the contractor should be paid on the basis of the amount of work done, according to the pre-size position, or on the basis of the percentage of activity conducted.

Periscop has learned that police investigators, authorised by the Prosecutor's Office, have launched an investigation into the entire project, under suspicions that payments have been made much higher than the work has been done.
Periscop has also asked for an answer from the Kosovo Police, about what police officials are investigating in this case, and how far the investigations have gone, as far as publishing this article, the UN Information Office has not returned.
Based on field views, the work is close to completion in tears 1 and 2. Little has been worked out in three. All the other parts are in a quota below 50 percent of the work.
Already, the ministry has started to make partial admission to the project. With this move, there are fears that companies can abandon the works create an alibi and abandon the works.
In 2018, 8 contracts worth 88, 618, 511,95 euros were entered. But, shortly after several months, the ministry had begun to contract for additional jobs. These types of contracts for additional jobs have been connected until a few months ago. The amount of contract annexes is 7.2m euros and based on the public procurement site, except in tears 3 for all parts there are two contracts. Even in tears 7 where he had won “Al Trade” & “Salillari” in a total of 7, 247, 086. 87 euros, plus two other annexes have been linked -- one with this contract in 2019 -- a value of 372,660,42 euros and a contract in March this year with companies “Bau Holding” worth 137. 840,81 euros. This company has nothing to do with this project, and this is a case that needs special legal treatment.
Following ties of initial contracts, the Special Prosecutor had launched investigations into former MI Secretary Betim Recica, and ministry officials Isa Berisha, Leonora Limani and Mirdi Emini.
The prosecution's investigation had resulted in the rise of the indictment under suspicion of corruption against the four officials, and the trial against them is already under way. /Mentor Buzhala - PERISCOP/
