Osmani says he has changed his attitude about the Franco-German plan: What is that?

Kosovo President Vjosa Osmani and Ambassador of the United States to Kosovo Jeffrey Havenier have marked the US President's International Day, with an event attended and a group of children, in September of President Bill Clinton in Pristina.
Osmani, following the event, has not commented more on journalists' questions about the Franco-German plan, saying her stance on the issue has not changed.

Osmani on 7 February has said that Kosovo's stance on the Franco-German plan is clear is a good platform that aims at more peace and stability in the region.
But, Osmani says there are many things that need to be discussed, both the issue of international garrisons regarding Kosovo's internal functionality and the guarantees regarding Kosovo's membership in international organisations.
The positions of the Republic of Kosovo in terms of the Franco-German plan have been clear since the document's proposal in September. We have always considered it a good platform, as an initiative aimed at more peace and stability in our region. As an initiative that dynamicizes dialogue and as a good foundation, good platform for further discussion. Such as good and acceptable platforms, we agree today, but always underline that there are many things yet to be clarified in the process, among other things, to negotiate the implementation plan. The sequencing of the obligations that come out of this draft agreement, and for Kosovo it is extremely important to negiconciate, in this case not with Serbia, but with our international partners, that is, international guarantees that we take as regards preserving Kosovo's internal functionality, that it not be transformed into a non-functional state with more problems than solutions. The second race we get on the international level in terms of Kosovo's recognitions and membership in the international organisation. These are discussions that still have not been exhausted”, Osmani has said at a media conference in Podgorica after meeting with Montenegrin President Milo Djukanovic.
Osmani has said there will be further discussions, as well as high-level meetings in Brussels. Osmani has said there are 30 agreements signed in Brussels, and the majority of them Serbia does not implement.
