Opposition split over European proposal accession

The two largest opposition parties in Kosovo, the Democratic Party of Kosovo and the Democratic League of Kosovo have criticised the acceptance of the European proposal by Prime Minister Albin Kurti. According to these two parties, with this proposal for normalisation of reports with Serbia, Kosovo has lost mutual recognition and has agreed to establish the Association of Serb majority municipalities in Kosovo.
“Aty [in the European proposal] is not talking about recognition by the five non-recognising EU nations, it is not about opening the road towards NATO membership, nor getting EU membership candidate status”, the leader of Facebook wrote PDK, Memli Krasniqi.
According to him, Prime Minister Kurti with <x0 actions and wrong policies irreversibly degraded the dialogue process”.
“Consequently, it enabled the removal of the final agreement with mutual recognition at the centre and brought the country an interim agreement with association at the centre”, Krasniqi wrote.
Despite the European proposal that has been handed over to the parties last year, it has not yet been made public, in a draft that has seen Radio Free Europe, which does not include mutual recognition between Kosovo and Serbia.
The LDK also voiced criticism of Kurti, arguing the proposal does not include recognition, but envisions implementation of the Association Agreement.
In the new round of dialogue between Kosovo and Serbia held on February 27th, Kosovo and Serbia agreed on the European proposal for normalisation of reports between the two states.
The accepted “Document also envisions the implementation of all preliminary agreements, including the Association, as well as special status for the Serbian Orthodox Church. The prime minister has only failed to agree on the date of the establishment of Association, since he, with acceptance of the implementation of preliminary agreements, has agreed to establish it”, was said in the LDK's response.
At the same time, the leader of the third largest opposition subject, the Alliance for the Future of Kosovo, expressed the opinion.
Ramush Haradinaj named it <x0 major achievement” acceptance of the European proposal.
The “Agreement is the actual acceptance of Kosovo's independence, which returns to political and security normality, the Euro-Atlantic integration perspective of new recognition”, he wrote on Facebook.
Prime Minister Kurti named the meeting in Brussels as constructive, claiming he was willing to sign the agreement, but Serbia did not express readiness.
“was confirmation that the European proposal is acceptable and unchanged. Moving forward will be for the implementation plan. We're on a good road and a row of normal relations. It is the symmetry, good neighbourly agreement and future co-operation”, Kurti said.
Meanwhile, Serbia's president, Aleksandar Vuciq, said that in the round of talks, which was mediated by the EU, it was not about adopting the proposal, but about the implementation plan. He said that by March 23rd-24, when the meeting of the European Council, Kosovo and Serbia is held through meetings with the bloc's envoy for the dialogue, Miroslav Lajcak, should compile a report on where they have reached the issue of agreement on implementing the proposal. He said the European integration of Serbia and Kosovo will depend on it.
Vuciq insisted that Serbia as a priority has the implementation of agreements for the Association of Serb-run municipalities in Kosovo, which is opposed by Kurti, who has been declared against a single-ethnic association.
Although, in the European proposal, whose draft has seen Radio Free Europe, there is definitely no mention of association, it mentions a special arrangement for the Serb community in Kosovo.
Kosovo and Serbia have reached two agreements to establish the Association of Serb majority municipalities, in 2013 and 2015.
But in 2015, the Constitutional Court of Kosovo has found that the agreement is not in full harmony with the Constitution.
The European Union and the United States require Kosovo to establish association.
Serbia wants Kosovo to implement the agreements reached, but the Kosovo government has been declared against a single-ethnic association. /Rel
