LVV actress in Podujevo “wins” competition to become secretary, illegally exercises both posts

It has been a decade since Albin Kurti, now prime minister of Kosovo, shouted the biggest “against nepotism”. The ruling party's promises -- the Vetevendosje Movement -- to combat this phenomenon were ignored at the time when representatives of this party sat down in the seats of state institutions.

One such case was recently recorded in Podujevo. In this municipality, a two school secretariat competition opened on the 1010,2022. The same competition ended with December 30th.

At the conclusion of the whole process, the two most successful candidates emerged, Afrora Emini Syla and Hajrizi Center.

But who is Hayriz Center, who was placed second as the most successful in this competition?

Hajrizi's centre in the 2021 local elections managed to secure a seat for the municipal assembly from the Vetevendosje Movement in Podujevo.

To this day, Hayriz is in charge of asmbliste.

But recently Hajriz has “gained” the right to enjoy another position. She was admitted as a secretary in school, this open-air competition from the Podujevo Community, or the Directorate of Education.

The National newspaper has contacted the Podujevo municipality, with the latter showing that the two accepted candidates have started working as a secretary.

In addition, from the same municipality, they have confirmed that Hayriz continues to exercise the task of asmbliste.

What does the law say?

The person who exercises public administration services for citizens in the field of education is considered a public official.

This is under the Law for Public Officials, Article 2.

While under this Law for Public Officials, it does not allow an assamps to exercise another official job.

That says Article 22, paragraph 5.

The “public officials, who run for central or local elections, must suspend the workplace seven days before the official opening of the campaign. The suspension ends five (5) days after the official end of the campaign.” ʹ says in the Law.

And paragraph 7 of this article says the civil servant of the municipality suspends the working relationship from the date of the certificate.

“In the event of selection in municipal organs, the civil community official, where he works and who accepts the mandate, suspends the working relationship from the date of the certificate of candidate selection by the end of the current mandate.” reported in the Law.

However, this law makes an exception to university professors. The Kosovo Assembly is the best evidence of this law, as a significant number also exercise the office of the professor.
