Kosovo Prime Minister Albin Kurti met in Brussels last night Alexander Vucicin, with European mediator Joseph Borrell and Miroslav Lajcak.

In the statement issued after the meeting, Borrell said the parties expressed their readiness to continue with the implementation of this agreement.

Further negotiations are needed to determine the specific modalities of implementing the” provisions, Borrell said, warning the next meeting between Kurti and Vucinqi in March.

Meanwhile, Prime Minister Kurti said after the meeting that he was willing to sign the deal last night, but that the other side was not.

We remember that Prime Minister Kurti, at the last session of the Kosovo Assembly and one of the rare ones for dialogue, had declared that the European plan is a deal with or permission.

In the course of reactions and clarifications, analyst Agon Maliqi brought one this morning, with the clarification as follows:

The water that didn't turn into wine!

1. The sides have agreed on the main text, but not also on the annex (the implementation plan), which, according to Borrell, is expected to be clarified in the following month. The dilemma here is not whether the association will be created or not, but when it will be created. Serbia wants it as the first and unblocking step of other steps, Kosovo is likely conditioning it on other agreements and on the harvest of benefits. Much like the principle of pre-governments: “has no agreement for anything without any agreement reached on anything”.

2. The document is full of durability. At the introduction of the text, Kosovo effectively accepts a second input or even extends its life to the first entry, while the parties reportedly reach agreement “without prejudice to the parties' differing views on fundamental issues, including those on status”. So Kosovo agrees with the idea that Serbia does not recognise it.

3. Several points of the document open roads to Kosovo but do not provide guarantees and depend on the will of friendly states to help us thus require parallel negotiation processes with them. Serbia vows (Pika 4) that it will not prevent Kosovo's membership in any international organisation. The point is that nothing prevents Russia and China from carrying out this work for Serbia at the UN, and neither the five states in Europe to continue to hinder us in NATO and the EU. Kosovo last year, instead of investing diagnostic energy in this issue, decided to waste trust and credit to friendly states with unreachable adventures in the north.

4. When you read the text of the agreement and you see the extradition of militants for rejection of association, you are not surprised how people believe in religious mythology of the type “Jesus turned water into vein!” The deal simply reconfirms that Kosovo has lost eight years with political madness to return there has been. The contracting parties;

Dedicated to contribute to regional co-operation and fruitful security and to overcome the legacy of the past;

Aware of their responsibility to maintain peace;

Dedicated to contribute to regional security and fruitful co-operation in Europe;

Aware of the invulnerability of borders and respect for territorial integrity and sovereignty, as well as the protection of national minorities, are the fundamental conditions for peace;

Acting on the historical fact and not prejudiced the different positions of the parties on the fundamental issues, including the status issue;

With a desire to create conditions for co-operation between parties for the good of people, they have agreed:

Article 1

The sides will develop normal good neighbourly relations with each other on the basis of equal rights.

Both sides will recognise relevant documents and national symbols, including passports, diplomas, vehicle plates and customs stamps.

Article 2

Both sides will be guided by the purpose and principles set out in the United Nations Charter, especially those related to sovereign rights of states, respect for their independence, autonomy and territorial integrity, the right to self-rule, the protection of human rights, and the non-discrimination.

Article 3

In line with the United Nations Charter, parties will resolve any differences between them only peacefully and refrain from threatening or using force.

Article 4

The sides are initiated by the assumption that neither of these can represent the other side in the international sphere or act on its behalf. Serbia will not oppose Kosovo's membership in any international organisation.

Article 5

Neither side will block, or encourage others to block the progress of the parties on their perspective ways towards the EU based on their merits. Both sides must respect the values mentioned in Article 2 and 21 of the European Union Treaty.

Article 6

As this basic agreement represents an important step of normalisation, the two sides will continue with a new impetus to the EU-led dialogue process, which will lead to legally binding, inclusive agreement for normalisation of relations.

The sides agree to deepen future co-operation in the fields of economy, science and technology, transport and interconnection, justice relations and law enforcement, mail and telecommunications, health, culture, religion, sports, environmental protection, missing persons, and other similar areas through reaching specific agreements.

Details will be agreed on additional agreements in the EU-brokered dialogue.

Article 7

Both sides are committed to reaching specific agreements and guarantees, in line with relevant instruments of the Council of Europe and using existing European experiences to ensure an adequate level of self-government for the Serb community in Kosovo and access to services in several specific areas, including access to financial assistance from Serbia and direct communication channels of the Serb community with the Government of Kosovo.

The sides will formalise the status of the Serbian Orthodox Church in Kosovo and offer a high level of protection of Serbian religious and cultural heritage, in line with existing European models.

Article 8

The sides will exchange permanent missions. They will be placed in the respective headquarters of governments.

Practical issues related to the deployment of missions will be addressed separately.

Article 9

The two sides point to the EU and other donors' commitment to creating a special financial aid package for joint projects by parties for economic development, co-ordination, green transition and other key areas.

Article 10

The sides will establish the joint commission, headed by the EU, for monitoring the implementation of this agreement.

Both sides confirm their obligations to implement all dialogue agreements from the past.

Article 11
