Against that resolution, 48 deputies, 77, have voted in the voting process.
“77 MPs voted, out of 27 for, against 48, abstentions 2, so I found that the Parliament does not approve of this resolution”, said Chief Parliamentary Glauk Konjufca.
By contrast, the Democratic League of Kosovo had come up with a resolution following the rise in the property tax price, which came after re-evaluating property on the part of the Ministry of Finance, Labour and Transfers.
Through this resolution, the LDK) demanded that the Finance Ministry suspend property reevaluation and property tax bills for 1923 be counted according to preliminary assessment.
The Finance Ministry suspended property reevaluation and property tax bills for 2023 to be calculated according to preliminary assessment. This is fully feasible and has no impact on municipalities because municipal budgets are planned with the old tax loads on property”, MP Avdullah Hoti had said, when he proposed this resolution,
The second point was for the Finance Ministry to bring the Property Tax Law to the Assembly.
The Finance Ministry's “brought to the Parliament the Law on Property Taxation, which should contain amendments that will enable two things. The first gives you the opportunity to adjust the tax burden in line with the economic situation, and here we can extract concrete indicators of when these adjustments can be made and second allow the possibility to change the tax threshold, perhaps lower the minimum” rate, Hoti had declared.
The last requirement was for the Ministry of Finance in co-operation with municipalities, during the year 2023, to progressively make re-evaluating property and new releases.
“The Ministry of Finance in co-operation with municipalities, in 2023, starts reevaluating property, and perhaps even passing on to the individual assessment of property, not to become an estimate for the entire area, because there are neighborhoods, areas of cities, with one area, housing that are built 60 years ago, and housing that are built three years ago. Their value cannot be equal. So this year, to become the new zoning and new assessment”, LDK deputy said.
