The Democratic League of Kosovo before the Kosovo Assembly deputies has submitted its draft resolution to address the issue of raising property tax bills, which had three main points in place and through which this party is demanding that the Finance Ministry initially suspend property re-evaluation and property tax bills for 2023, be counted according to the preliminary assessment.
LDK MP Avdullah Hoti said the problem with increasing property taxes has been caused by the central level and believes that the solution should be in place at the central level.
As he read the contents of the resolution, Hoti demanded that the Ministry of Finance bring it to the Kosovo Assembly as soon as possible, the draft law on property tax.
“The Ministry of Finance suspended property re-evaluation and property tax bills for 2023, to be counted according to preliminary assessment, this is fully feasible and has no negative impact on municipalities because municipal budgets are planned with old property tax burdens. The MFTP to bring the Tax Bill to the Parliament on Real Property. Which should contain the amendments that allow two things to enable the law to adjust tax burden in line with the economic situation, and these may result in concrete indicators and allow the possibility to change the threshold perhaps to lower the minimum rate ... The third one for the finance ministry in co-operation with municipalities during the year 2023 initially to re-evaluate property and perhaps be passed on to the individual property assessment not to the property rating for the entire area”, he said.
Former Kosovo Prime Minister Avdullah Hoti said that nonresponsive of the Minister Iron Murati has faced this property tax increase is the result of what the minister has not been informed of with this report.
“Communs have not changed tax rates, have remained in what they were, but tax burdens have been increased because of the re-evaluation the Ministry of Finance made in terms of property. In October 2022, the MF property tax team has prepared the realisation report normally that property value has increased on the basis of this assessment because of inflation that took place during 2022, even because several years later the previous value of property has been used. The problem is what the minister looks like has not seen this report until January 23rd of this year, when the property tax department has begun to generate property bills worth twice as much as before because otherwise there is no way of not understanding the minister's reaction over time since January they will have twice as high property tax bills“, he said.
Hoti stressed that the Murati for the created situation took no responsibility, blaming the municipalities.
The minister took no responsibility, in fact for the situation created as if these double bills had entered the system and doubled these bills, not the MF, the blame was dropped on the municipalities then clarified the situation that had no responsibility in this direction and then the minister came up with this proposal to be pardoned by 100 euros of property tax charges... it's impossible to prove that even in the response that the MF itself returns to the Drensian municipality, where it gives clarification that municipalities have no legal right to do so, said, Hoo16> said.
Hekuran Murati's proposal for a 100-euro debt apology calls it a bargain proposal, while stressing that by this doubling of property tax bills, it has reduced the institutions of municipal property tax and will be affected in municipal revenues.
The property tax rate hasn't been changed, the bills have been suspected after the MF has made realvalation of property known that in October 2022, but it hasn't been disclosed to citizens and citizens have understood when the property tax bill was printed from January 23, 2023 around here. It's been using the old property decomposition that's been done a few years ago, and it's made that in some of Pristina's exclusive neighborhoods houses are cheaper than the homes of Fushe-Kosovo... It was blamed on municipalities that clarified the situation as the opposition, and we invited the Minister for Boards there almost as in the Bazaar were proposed to be pardoned 100 euros, municipal advisers were urged, which is that the incriminating of property in municipalities and will therefore be affected by the municipalities' incomes and capital projects that are related to the municipalities' inflows”, he said.
