Prime Minister Kurti has indicated that on 9 story 2022, the emissaries told him to take the Franco-German plan seriously, otherwise he would seriously influence Kosovo's diplomatic-political reports in sponsor states.
The government has built its strategic approach in the face of dialogue with Serbia facilitated by the EU on the basis of two initial goals,
1. Stopping the practice of including any potentially contentious issue between the parties in the scope of dialogue.
Our position was that the maximum that could be discussed in Brussels was the problems of implementing existing agreements - those signed prior to our arrival in Government and
2. Opening a chapter of a negotiation process for building foreign reports of good neighbourlyity, principles of international law as two independent states that based their relationship on the promise of mutual recognition of citizenship.
As a result of our initial approach, EU High Representative and Vice President Borrell, for the first time in more than 12 years of dialogue, agreed to make the big step, the invitation to August 18th 2022, where he corresponded to the summit on two central points; the overall framework of the agreement and current issues.
The August 18th meeting was clearly the direct result of pressure from our Government for dialogue to move into the phase of the international regulation of relations between the two countries focused on mutual recognition and based on international law, rather than on internal issues such as the practice prior to our arrival.
At the August 18th meeting, I made it clear to Vuciqi's Borrell that Kosovo will no longer accept a dialogue that is not the final agreement on mutual recognition. Although the meeting ended without a result on the bilatheral plan, it produced its immediate effect. And this is the visit of the Emisars on September 9, 2022, or the presentation of the Franco-German proposal.
They presented before me a proposal for the intermediate normalisation of reports between the two countries based on the principle of defact recognition and its support in the principles of the United Nations Charter.
The Emisars asked me to respect two procedural principles, unless there is a clarification on both sides of moving forward;
1. Respecting the privacy of the document proposed by them until there is an advantage of the negotiator process. This request has been demanded in the sense of a bilatheral obligation that I, as prime minister, have towards states like emissaries.
2. To consider it seriously in the sense that his refusal would seriously affect Kosovo's diplomatic-political reports in sponsor states.
After Lajcak's visit on February 6th 2023 and clarifying some mechanisms and the element of relief that will be negotiated under the implementation plan, I confirmed that the EU proposal is a good basis for further talks.
This implies that accepting the key document is without prejudice from negotiating the implementation plan, which would have to be included in the implementing mechanisms.
The first admission of the proposal represents a serious advantage on international reports with Serbia, as two states that recognise each other's citizenship.
The second, this has no reference to an association, though it is challenged to the Brussels agreement in their entirety.
The third, the key step where the most serious questions with association will arise will be in the process of negotiating the implementation plan.
