In Western efforts to normalise relations between Serbia and Kosovo, which declared independence in February 2008, official Belgrade insists that Serb Communist Association be formed in Kosovo as a key point for continuing dialogue. Kosovo Prime Minister Abin Kurti says any association can only be formed in accordance with the Constitution of Kosovo and cannot have authority to block government decisions in Pristina, as the entity Republika Srpska can block the decisions of the state government in Bosnia and Herzegovina.
