German Embassy answers Kurti: No prerequisites should be set, Kosovo to implement Association

Once for a time, Americans have avoided giving any comments about Kurti's terms, while European Union Special Representative Miroslav Lajcak has said the EU has an attitude about this condition, but does not mean it publicly.

While, from the German Embassy, recalling the security situation in the north, they say no preconditions should be set for association.

“A constructive approach is urgent given the fragile security situation in northern Kosovo and should not be set preconditions”, spokesman Sebastian Leuschner has said of Gazeta Express.

The six points presented by Kurti have not shaken the German Embassy from its stance on “the importance of association”.

Lajcak has had lunch with Kurt in Pristina on Monday and said he has clarified the EU's stance on conditions around the Association.

“We have talked about this issue [ Kurti's six conditions] and informed the prime minister about our position, but I don't want to make the legal analysis public, it was helpful that we discussed this”, Lajcak said.

Deputy Prime Minister Besnik Bislimi has made this Lajcak secret a little dark, saying “The EU has its remarks under two” conditions, without telling which exactly.

So far, the West, which insists on forming association publicly, has offered no space to negotiate the conditions Kosovo prime minister has set up.

Although Kurti conditions “to consider the constitutional establishment of association, the American Embassy in Pristina has started discussions without the prime minister's will to form it.

6 Kurt's Conditions for Association

Leading the chorus of the Vetvenation Movement that Zeyednica is not done, Kurt has introduced his six points to MPs in the Parliament for Asocicon's admission.

Its first condition is that the Association should be in line with the Constitution and laws in effect in the Republic of Kosovo.

Kurti's second condition is that the association cannot be monoethnic, should change the name, there can be no public or executive powers, and should only serve horizontal co-operation of municipalities under the Constitution and the law on local self-government.

The third is that “national minority rights and relevant safeguard mechanisms should include the principle of reciprocity between the two respective states, as well as take into account European standards and models”.

The prime minister's number four condition is that “prior to the establishment of association, Serbia's illegal structures in the north are wiped out and the surrender of all illegal weapons”.

Fifth; The association is part of the final agreement and applies after mutual recognition. And only after Serbia accepted the principles of the United Nations Federation Charter in its Interstate reports with the Republic of Kosovo.

And the last condition is for Serbia's “president to withdraw letters sent to the five EU member states, and to others, for refusing to apply the Republic of Kosovo for membership in the European Union that represents violation of the same Thaci-Dacic agreement of April 19th 2013”.
