The document in question is one of the texts that have recently been declassified by the National Security Archive, a nongovernmental organisation located at George Washington University in Washington, Washington.

The organisation has succeeded in declassifying other materials of Clinton's presidency, especially those related to US relations with Moscow, under Yeltsin's leadership.

For American politics, in the first years after the break-up of the Soviet Union, “focus has been in Russia, despite Eagleburger's order for Ukraine”, said Thomas Graham, who served at the American Embassy in Moscow during the period of the former Soviet Union and was director for Russia at the White House of National Security Council in the 2000s.

Another document, which was compiled just three days after Clinton was sworn in as president, tells of a telephone conversation held between Clinton and Yeltsin, in which they have discussed the crisis in the former Yugoslavia and growing conflicts in Bosnia and Herzegovina.

The document also mentions the fate of Soviet nuclear weapons left in Ukrainian territory.

U.S. officials have had concerns that they could be stolen or sold on the black market.

Similar concerns have existed about Russia's nuclear weapons.

“We can work to ease Ukrainian behaviour by treating Ukraine as an important player in its right not only as additional in relations with Russia”, Eagleburger wrote.

At the same time, Ukrainians must realize that nuclear weapons possession is responsible, not assets, in their intentions of seriously handling”, he wrote that world.

Conflict Concerns

In 1994, Ukraine has signed an agreement entitled Budapest Memorandum, a series of guarantees to Ukraine, Belarus, and Kazakhstan to persuade them to give up their remaining nuclear weapons and send them to Russia.
