Civil society seeks annulment of competition for director of the Health Insurance Fund

The open competition for the director of the Health Insurance Fund has been sought to be annulled by civil society organisations in Kosovo. Emma Pula, from the Group for Jury and Political Studies, which has monitored the competition for director of the Health Insurance Fund in Kosovo, told Radio Kosovo that they have found irregularities in the competition.
According to her, the contest has two problems related to the required schooling and work experience that conflict with the Law for Public Officials and the regulations for classifying jobs in the civil service. She explains that the contest in question has established schooling with a three-year-old university degree, while regulation is defined as having four years of basic schooling.
The most serious breach in this competition besides schooling is that of work experience where, according to the competition, 5 years of work experience and at least 3 years of management experience are required. While the regulation stipulates that the candidate must have at least eight years of work experience and at least 5 years of work experience in management positions. So, they've also turned down the work experience criteria these are serious offenses that violate the principle of meritocracy”, she said.
Even from the Institute for Development Policy, they require cancellation of the competition for the head of the Insurance Fund. Laura Niushi from this organisation told Radio Kosovo that they would not allow the appointment of any director in this position without meeting the competition criteria.
“In the position of the director of the Health Insurance Fund in Kosovo, no new director will be appointed without meeting the required criteria. Even after the public response, if the fund does not take into account our remarks we will continue and present this problem even at the British Embassy”, Nushi said.
Concern about this competition and high appointments at central and local public companies has also voiced the British Embassy in Kosovo. They expect the Government to at the central and local level to reconfirm their commitment to appointments which keep politics outside public institutions.
