The communist state said he wants to avoid the crisis coming out of control, underlining that dialogue and negotiations are the only way to resolve the conflict, according to a plan published Friday, writes the Daily Mail, present Periscope.
There is no benefit in conflict and war. All sides must be rational and exercise restraint, avoiding rising tensions and unable to exacerbate the situation further”, China's announcement said.
The plan, issued by the Chinese Ministry, also calls for the completion of Western sanctions on Russia, measures to ensure the safety of nuclear centres, the establishment of humanitarian corridors for the evacuation of civilians, and steps to ensure the export of wheat in the wake of obstacles that caused increased food prices in the world.
What's China's 12-point plan?
Respecting the Sovereignty of All Nations
Worldwidely recognized international law, including the objectives and principles of the United Nations Charter, must be strictly respected. The sovereignty, independence and territorial integrity of all countries must be effectively preserved. All countries, large or small, strong or weak, rich or poor, are equal members of the international community. All parties must jointly respect the basic standards that regulate international relations and protect international justice and justice. Equal implementation and uniform application of international law must be promoted, while double standards must be rejected.
Abandoning the Mind of the Cold War
A country's security should not be followed at the expense of others. The security of a region should not be achieved by strengthening or expanding military blocks. The legitimate security interests and concerns of all countries should be taken seriously and handled properly. There is no simple solution to a complex issue. All sides, following the vision of common, comprehensive, co-operative and sustainable security, and given the world's long-term peace and stability, must help create a balanced, efficient and sustainable European security architecture. All sides must oppose pursuing their own security at the price of security of others, preventing the bloc's confrontation and working together for peace and stability on the Eurasian continent.
Relief of Hostages
Conflict and war benefit no one. All sides need to stay rational and exercise restraint, avoid lighting flames and worsening tensions and prevent the crisis from getting worse or even out of control. All sides must support Russia and Ukraine to work in the same direction and resume direct dialogue as soon as possible, so that the situation can gradually be derailed and a sweeping ceasefire can eventually be reached.
Continued Peace Talks
Dialogue and negotiations are the only practical solution to the crisis in Ukraine. All efforts for peaceful resolution of the crisis must be encouraged and supported. The international community must stay committed to the proper approach of promoting peace talks, help the parties in the conflict open the door to a political solution as soon as possible, and create conditions and platforms for restarting negotiations. China will continue to play a constructive role in this direction
The Solution to the Humanitarian Crisis
All measures that help alleviate the humanitarian crisis must be encouraged and supported. Humanitarian operations must follow the principles of neutrality and impartiality, and humanitarian issues should not be politicised. The security of civilians should be effectively protected and humanitarian corridors for evacuation of civilians from conflict zones must be created. Efforts are needed to increase humanitarian aid in relevant areas, improve humanitarian conditions, and provide quick, secure and unhindered access, with the aim of preventing a humanitarian crisis on a larger scale. The UN must rely on a co-ordinating role in channelling humanitarian aid to conflict zones.
Protecting civilians and prisoners of war
Conflicting parties must strictly adhere to international humanitarian law, avoid attacks on civilians or civilian objects, protect women, children and other victims of the conflict, and respect the fundamental rights of prisoners. China supports the exchange of prisoners between Russia and Ukraine, and calls on all sides to create more favourable conditions for that purpose.
Security of nuclear power plants
China opposes armed attacks against nuclear power plants or other peaceful nuclear facilities and calls on all sides to respect international law, including the (CNS) Nuclear Security Convention and to firmly avoid man-made nuclear accidents. China supports the International Atomic Energy Agency (IAEA) to play a constructive role in promoting security and safety of peaceful nuclear facilities.
Reduced Strategic Risks
Nuclear weapons should not be used and nuclear wars should not be fought. Threat or use of nuclear weapons must be rejected. Nuclear spread and nuclear crisis must be prevented. China opposes research, development and use of chemical and biological weapons from any country under any circumstances.
Mediating grain exports
All sides must implement the Black Sea Copper Initiative signed by Russia, Turkey, Ukraine and the UN fully and effectively in a balanced way and support the UN to play an important role in this regard. China's proposed Global Food Security Co-operation Initiative provides a possible solution to the global food crisis.
Banning unilateral sanctions
unilateral sanctions and maximum pressure cannot solve the issue; they create only new problems. China opposes unilateral sanctions unauthorised by the UN Security Council. The respective countries must stop abusing unilateral sanctions and long-term jurisdiction against other countries in order to do their part in reducing the crisis in Ukraine and create conditions for developing countries to increase their economies and improve their people's lives.
Maintaining the stability of industrial chains and suppliers
All sides should diligently preserve the existing world economic system and oppose the use of the world economy as tool or weapon for political purposes. Common efforts are needed to ease the effects of the crisis and prevent it from disrupting international co-operation in energy, finance, food trade and transport and undermine global economic recovery.
Post-war construction promotion
The international community must take measures to support post-conflict reconstruction in conflict areas. China is willing to offer help and play a constructive role in this effort. /Periscopi/
