The warning comes as ammunition reserves in the EU countries' warehouses decrease.
Borrell made comments before a meeting of the bloc's foreign ministers, whose main theme is war in Ukraine.
He said Russian forces are shooting around 50,000 artillery bullets every day and that Ukraine's supplies with ammunition should be raised to the same level.
